Large parts of Mindanao remain under stormy and hazardous weather conditions as Tropical Storm “Basyang” (international name: Penha) continues to affect the region, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its regional weather forecast issued at 5:00 a.m. on February 6, 2026, PAGASA said the center of Tropical Storm Basyang was last monitored at around 160 kilometers east of Hinatuan, Surigao del Sur (8.2°N, 127.8°E) as of 3:00 p.m. yesterday. The storm is packing maximum sustained winds of 75 kilometers per hour, with gusts reaching up to 90 kilometers per hour, and is moving west-northwestward at 15 km/h.

Stormy Conditions in Northern Mindanao, Caraga, and Davao

PAGASA warned that Northern Mindanao, the Caraga Region, and the Davao Region will experience the most severe impacts from Basyang, with stormy weather, heavy to intense rainfall, and strong to gale-force winds expected over the next 24 hours.

Authorities cautioned residents in these areas about the high risk of flash floods and landslides, especially in low-lying and mountainous communities. The agency noted that the storm poses a minor to moderate threat to life and property due to strong winds and possible flooding.

Provinces expected to experience stormy conditions include:

  • Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental in Northern Mindanao
  • Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands in Caraga
  • Davao del Norte, Davao del Sur, Davao de Oro, Davao Occidental, Davao Oriental, and Metro Davao

Temperatures in these areas are forecast to range between 19°C and 29°C, accompanied by strong northeast to northwest winds and rough coastal waters.

Zamboanga Peninsula and Cotabato Under Rainy, Windy Conditions

Meanwhile, the Zamboanga Peninsula and Cotabato areas are expected to experience moderate to heavy rains with gusty winds due to the storm’s outer rainbands.

PAGASA said these areas face a minimal to minor threat to life and property, but warned that localized flooding and landslides remain possible.

Affected areas include:

  • Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City
  • North Cotabato, South Cotabato, and Sultan Kudarat

Daytime temperatures in these provinces are forecast to reach up to 33°C, while nighttime lows may drop to around 20°C.

Cloudy Skies and Thunderstorms in Other Parts of Mindanao

The rest of Mindanao, including parts of BARMM such as Basilan, Sulu, Tawi-Tawi, Maguindanao del Norte, Maguindanao del Sur, Cotabato City, and Lanao del Sur, will experience cloudy skies with scattered rain showers and thunderstorms.

These areas are also vulnerable to moderate to occasionally heavy rains, which may trigger flooding in flood-prone zones and landslides in upland communities.

Rough Seas, Strong Winds Affect Coastal Areas

PAGASA reported that strong northeast to north winds are prevailing across Mindanao, generating rough seas measuring between 2.8 and 4.0 meters.

Fisherfolk and operators of small seacraft were strongly advised to avoid venturing out to sea, while coastal communities were urged to remain alert for possible storm surges and hazardous waves.

Most coastal areas, including those in Northern Mindanao, Davao Region, Caraga, Zamboanga Peninsula, and BARMM, are currently under rough sea conditions.

Public Advisory and Preparedness

PAGASA urged residents, local government units, and disaster response agencies to remain vigilant as Tropical Storm Basyang continues to move closer to Mindanao.

The weather bureau advised the public to:

  • Monitor official weather bulletins and advisories
  • Prepare for possible evacuations in flood- and landslide-prone areas
  • Secure loose objects and structures
  • Avoid unnecessary travel, especially in coastal and mountainous areas
  • Heed warnings from local authorities

Emergency responders and local disaster risk reduction offices are on alert to respond to possible weather-related incidents, including flooding, landslides, and power interruptions.
