Cagayan de Oro City – July 18, 2025 — Police Regional Office 10 (PRO10) reported a major decline in crime rates and a string of successful anti-criminality operations across Northern Mindanao during the second quarter of 2025, highlighting the effectiveness of law enforcement campaigns in the region.
According to PRO10, index crimes—which include serious offenses such as theft, rape, robbery, homicide, and physical injuries—dropped by 20.96% from 458 cases in the first quarter to 362 in the second quarter. Non-index crimes also declined by 11.96%, falling from 1,739 to 1,531 cases.
“This downward trend in crime is a testament to the dedication and hard work of our personnel, and the strong support of our communities and stakeholders. We are proud of the progress made in creating safer and more secure communities across Northern Mindanao,” said PBGEN Rolindo M. Suguilon, Regional Director of PRO10.
Aside from improved crime statistics, PRO10 reported a series of significant operational accomplishments during the second quarter.
Anti-Illegal Drugs
A total of 717 anti-drug operations were carried out, leading to the arrest of 869 individuals. Authorities confiscated 6,887.895 grams of shabu and 143.66 grams and 14 plants of marijuana. The total value of the seized drugs reached P46,857,725.00, based on the Standard Drug Price.
Anti-Illegal Gambling
Police also intensified their anti-gambling efforts, conducting 120 operations that resulted in the arrest of 252 individuals and the seizure of P97,769.00 worth of gambling paraphernalia.
Campaign Against Wanted Persons
A total of 773 wanted individuals were apprehended, including one Most Wanted Person (MWP) with a reward, 123 MWPs without reward, and 649 other wanted persons.
Kontra Boga (Campaign Against Loose Firearms)
During the same period, PRO10 recovered and accepted the surrender of 218 firearms through various warrant-based and proactive police operations.
Anti-Smuggling
The regional police also targeted smuggling activities, particularly illegal cigarettes. Seventy operations led to the confiscation of smuggled items valued at P35,045,366.00.
Illegal Mining and Logging
PRO10 conducted 15 operations against illegal mining, resulting in the arrest of 13 individuals and seizure of P3.6 million worth of mining equipment and materials. Meanwhile, 37 anti-illegal logging operations yielded eight arrests and P1,114,742.00 worth of confiscated forest products.
Illegal Fishing
Thirty operations targeting illegal fishing practices led to the arrest of 37 individuals and the confiscation of P413,700.00 worth of fishing equipment and materials.
PBGEN Suguilon reaffirmed the regional command’s determination to sustain and intensify law enforcement efforts throughout the remainder of the year. “We remain committed to maintaining peace and order and ensuring that our region continues to be a safe place for all residents and visitors,” he said.
PRO10’s second quarter performance reflects continued momentum in its campaign for safer communities in Northern Mindanao, with a strong emphasis on coordination, intelligence-driven operations, and community support.
