Manila, Philippines — In a move that underscores the Philippines’ commitment to clean and resilient energy, French green hydrogen pioneer Hydrogène de France (HDF Energy) has signed a Memorandum of Understanding (MoU) with the Department of Transportation (DOTr) to accelerate the deployment of its Renewstable® hydrogen power plants across the country.

The partnership, formalized during a signing ceremony witnessed by the Mindanao Development Authority (MinDA), aims to bring stable renewable electricity to public power grids while producing green hydrogen to help decarbonize the transport sector — particularly in maritime and rail systems.

Transportation Secretary Vince Dizon and Mr. Mathieu Geze, President and Director of HDF Energy Philippines and CEO of HDF APAC, signed the MoU. Assistant Secretary Romeo Montenegro, Deputy Executive Director of MinDA, represented MinDA Secretary Leo Tereso Magno at the event. The ceremony was also attended by French Ambassador Madame Marie Fontanel and France’s Minister for Foreign Trade, Mr. Laurent Saint-Martin.

Secretary Magno welcomed HDF’s move to broaden its footprint in the Philippines, noting that the initiative supports MinDA’s long-term goal of fostering a more resilient and better-connected Mindanao.

“We envision a better connected, more resilient Mindanao. HDF’s plan to develop green hydrogen infrastructure not only for renewable energy generation but also to power maritime and rail transport aligns strategically with MinDA’s broader agenda of Building a Better Mindanao,” Magno said.

The collaboration highlights the strengthening ties between the Philippines and France in promoting sustainable energy solutions and clean transport alternatives, as the country aims to transition toward a greener and more secure energy future.
