CAGAYAN DE ORO CITY — Two remaining members of the Communist Terrorist Group (CTG) have voluntarily surrendered to authorities in Bukidnon, turning over their firearms and ammunition in another development that police described as a positive step toward sustaining peace and security efforts in Northern Mindanao.
The surrender took place on July 21, 2026, at the headquarters of the 1003rd Maneuver Company, Regional Mobile Force Battalion 10 (RMFB 10) in Sitio Colon, Barangay Halapitan, San Fernando, Bukidnon.
According to the Police Regional Office 10 (PRO-10), the two surrenderers were identified as members of the Militia ng Bayan (MB) operating under the Headquarters Force–North Eastern Operation (HQF-NEO) of the North Central Mindanao Regional Committee (NCMRC), a component associated with the Communist Terrorist Group.
During the surrender, the former CTG members voluntarily turned over two homemade 12-gauge shotguns along with five rounds of 12-gauge shotgun shells, effectively removing additional loose firearms from the area.
The operation was the result of coordinated efforts by multiple police and intelligence units, underscoring the government’s continued campaign to encourage members of armed groups to abandon the armed struggle through peaceful means.
The surrender was facilitated by personnel of the 1003rd Maneuver Company, RMFB 10, with operational support from the 1004th Maneuver Company, 2nd Provincial Mobile Force Company, San Fernando Municipal Police Station, Bukidnon Provincial Intelligence Unit, Bukidnon Provincial Intelligence Team, Regional Intelligence Unit 10, Internal Security Operations Division of the Philippine National Police Intelligence Group, and the RPSB Cabanglasan Cluster.
Following the turnover, the former rebels, together with the surrendered firearms and ammunition, were placed under the custody of the 1003rd Maneuver Company Headquarters. Authorities said they will undergo custodial debriefing, individual profiling, documentation, and other procedures in preparation for their proper disposition and possible reintegration under existing government programs.
Police officials said these processes are essential in validating the identities of surrenderers, gathering intelligence that may support ongoing security operations, and facilitating their transition back into peaceful civilian life.
PRO-10 Regional Director Police Brigadier General Christopher N. Abrahano welcomed the surrender, describing it as another indication that the government’s peace and security initiatives are gaining the trust of communities and encouraging remaining CTG members to return to the fold of the law.
“The voluntary surrender of these former CTG members reflects the growing confidence of our people in the government’s peace efforts. Every firearm surrendered and every individual who chooses peace over armed struggle brings us closer to achieving lasting security and development in Northern Mindanao,” Abrahano said.
The latest surrender forms part of the Philippine National Police’s continuing campaign against insurgency, which combines sustained law enforcement and intelligence operations with community engagement and localized peace-building efforts. Authorities continue to encourage remaining members of the Communist Terrorist Group and its affiliated militias to peacefully surrender, avail themselves of government assistance programs, and contribute to the development and stability of their communities.
Security officials expressed optimism that similar voluntary surrenders will continue as intensified collaboration among police units, intelligence agencies, local government units, and community stakeholders strengthens peace initiatives across Northern Mindanao. They emphasized that every successful surrender not only reduces the capability of insurgent groups but also opens opportunities for former combatants to rebuild their lives and participate in the region’s long-term peace and development.
