DAVAO CITY — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Tuesday warned of widespread rains and thunderstorms across Mindanao as Easterlies continue to affect the region, raising the risk of flash floods and landslides in several areas.

In its Regional Weather Forecast issued at 5:00 a.m. on December 16, 2025, PAGASA said the weather system will bring cloudy skies with scattered rains and thunderstorms over Caraga and the Davao Region, with moderate to at times heavy rainfall expected. Authorities cautioned residents in landslide- and flood-prone areas to remain alert, especially during prolonged or intense downpours.

The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, also caused by Easterlies. While rainfall in these areas may be intermittent, PAGASA warned that severe thunderstorms could still trigger flash floods or landslides.

Areas Under Cloudy and Rainy Conditions

In the Davao Region, including Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental, skies will remain mostly cloudy throughout the day and night with frequent rainshowers and thunderstorms. Temperatures are expected to range from 21°C to 33°C, with light to moderate northeast winds, occasionally becoming moderate over coastal areas, particularly in Davao Occidental. Sea conditions in these areas will be slight to moderate.

The Caraga Region—covering Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands—will also experience cloudy skies with rainshowers and thunderstorms. Daytime temperatures will range from 21°C to 32°C, while coastal waters are forecast to be slight to moderate, posing caution for small fishing vessels.

Variable Weather Elsewhere in Mindanao

In Northern Mindanao, including Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental, weather conditions will be partly cloudy to at times cloudy, with isolated rainshowers or thunderstorms expected throughout the day. Temperatures may drop to as low as 19°C in Bukidnon, while coastal areas may reach up to 32°C. Winds will remain light to moderate from the northeast, with generally manageable sea conditions.

The Zamboanga Peninsula—covering Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City—will also see intermittent rainshowers and thunderstorms amid partly cloudy to cloudy skies. Temperatures will range between 22°C and 33°C, with slight to moderate coastal waters.

In the SOCCSKSARGEN Region, including North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani, similar weather conditions are expected. Daytime heat may climb to 34°C in South Cotabato, but afternoon or evening thunderstorms could provide temporary relief while increasing flood risks in low-lying communities.

BARMM Also Affected

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)—covering Cotabato City, Basilan, Lanao del Sur, Sulu, Tawi-Tawi, Maguindanao del Norte, and Maguindanao del Sur—will experience partly cloudy to cloudy skies with rainshowers or thunderstorms. Temperatures will range from 20°C to 33°C, with light to moderate northeast winds and slight to moderate sea conditions.

Advisory

PAGASA urged local government units, disaster response teams, and the public to closely monitor weather updates, particularly in areas prone to flooding and landslides. Fisherfolk and small boat operators were also advised to exercise caution when venturing out to sea due to changing weather and moderate waves.
