Mindanao — Large parts of Mindanao will continue to experience cloudy skies, scattered rains, and thunderstorms as the Intertropical Convergence Zone (ITCZ) persists over the region, according to the latest regional weather bulletin issued by PAGASA-MINPRSD at 5:00 a.m. today, November 20, 2025.
PAGASA warns that moderate to at times heavy rainfall may trigger flash floods and landslides, especially in CARAGA, Basilan, Sulu, Tawi-Tawi, SOCCSKSARGEN, and the Davao Region. The rest of Mindanao will see partly cloudy to cloudy skies, but isolated rainshowers or thunderstorms remain possible throughout the day.
Winds across Mindanao will be light to moderate coming from the northeast to north, with slight to moderate seas ranging from 0.6 to 2.5 meters—conditions generally safe but still requiring caution for small sea vessels.

Zamboanga Peninsula
Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will have partly cloudy to mostly cloudy skies with chances of rainshowers or thunderstorms.

- Winds: Light to moderate, northeast to north
- Seas: Slight to moderate
Northern Mindanao
Bukidnon, Camiguin, Misamis Oriental, Misamis Occidental, and Lanao del Norte will also experience partly cloudy to at times cloudy skies with localized thunderstorms possible in the afternoon or evening.

- Seas (coastal areas): Slight to moderate
Davao Region
Metro Davao, Davao del Norte, Davao del Sur, and Davao Oriental will experience cloudy skies with rainshowers and thunderstorms throughout the day, brought by the ITCZ.

- Winds: Light to moderate, northeast to north
- Seas: Slight to moderate
SOCCSKSARGEN
North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will similarly face cloudy skies with scattered rainshowers and thunderstorms.

BARMM
Cotabato City, Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, Sulu, and Tawi-Tawi show mixed conditions:
- Basilan, Sulu, Tawi-Tawi: Cloudy skies with rainshowers and thunderstorms
- Maguindanao provinces & Cotabato City: Partly cloudy to cloudy with possible rainshowers
- Temperatures: 20°C to 32°C
- Seas: Slight to moderate
CARAGA Region
Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands will see persistent cloudy skies with rainshowers and thunderstorms, accompanied by light to moderate winds.

PAGASA Issues Flood and Landslide Advisory
With several provinces under continuous rainfall due to the ITCZ, PAGASA reiterates its warning against flash floods and landslides, particularly in mountainous and low-lying areas. Residents are urged to remain alert, monitor local advisories, and coordinate with disaster risk reduction offices for preparedness measures.
Marine Conditions
Mindanao coastal waters remain slight to moderate, making sea travel generally manageable. However, PAGASA advises small fishing boats and local seacraft to be cautious due to possible thunderstorms and sudden wind surges.
