PAGASA warns of possible flash floods, landslides due to moderate to heavy rainfall
Mindanao — Large parts of Mindanao will experience cloudy skies with scattered rains and thunderstorms today as the combined effects of the Easterlies and the Intertropical Convergence Zone (ITCZ) continue to influence the region’s weather, according to the Mindanao-PAGASA Regional Services Division (MINPRSD) in its 5:00 AM forecast issued Wednesday, November 19, 2025.
PAGASA warns residents in areas affected by sustained rainfall to remain alert for possible flash floods and landslides, especially where moderate to at times heavy rains may occur.
Widespread Rains Across Caraga, Davao, and SOCCSKSARGEN
CARAGA Region will see cloudy skies with scattered rains and thunderstorms throughout the day due to the Easterlies. Similar conditions are expected over Basilan, Sulu, Tawi-Tawi, SOCCSKSARGEN, and the entire Davao Region, where the ITCZ is bringing significant moisture and thunderstorm activity.
Temperatures across these provinces will range from 23°C to 32°C, with coastal waters expected to remain slight to moderate.
Rest of Mindanao: Partly Cloudy With Isolated Thunderstorms
The remaining provinces of Mindanao—including areas in Northern Mindanao, BARMM mainland, and the Zamboanga Peninsula—will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, also due to the ITCZ’s broad influence.
Despite generally fair conditions, PAGASA cautions that severe thunderstorms may trigger localized flooding or landslides in vulnerable communities.
Regional Conditions by Key Areas
Zamboanga Peninsula
Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Sibugay, and Isabela City will have partly cloudy to cloudy skies with chances of rainshowers or thunderstorms both daytime and nighttime.

- Winds: Light to moderate from the northeast to north
- Seas: Slight to moderate
Northern Mindanao
Bukidnon, Camiguin, Lanao del Norte, and the Misamis provinces will also experience intermittent cloudiness and scattered thunderstorms, particularly in the afternoon.

- Seas: Slight to moderate along coastal areas
Davao Region
Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental will be under persistent cloudy conditions with rainshowers and thunderstorms due to the ITCZ.

SOCCSKSARGEN
North Cotabato, South Cotabato, Sarangani, and Sultan Kudarat will experience cloudy skies with scattered rains and thunderstorms for most of the day.

Caraga Region
Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands can expect frequent rains and thunderstorms, with coastal waters remaining slight to moderate.

BARMM Provinces
Cotabato City, Maguindanao del Norte, Maguindanao del Sur, Lanao del Sur will experience partly cloudy to cloudy skies with isolated thunderstorms. Meanwhile, Basilan, Sulu, and Tawi-Tawi will continue to see cloudy skies with more persistent rains brought by the ITCZ.

Coastal and Marine Conditions
Across Mindanao, winds will remain light to moderate coming from the northeast to north, with seas slight to moderate (0.6 to 2.5 meters). Fisherfolk and those using small seacraft are advised to remain cautious, especially during thunderstorms.
