Mindanao — Large portions of Mindanao will experience unsettled weather throughout the day as the Intertropical Convergence Zone (ITCZ) continues to affect the region, according to the PAGASA Mindanao Regional Services Division (MINPRSD) in its 5:00 a.m. forecast issued Friday, November 21, 2025.
Caraga, Northern Mindanao, Davao Region, and SOCCSKSARGEN are expected to have cloudy skies with scattered rain showers and thunderstorms, with moderate to at times heavy rainfall potentially triggering flash floods and landslides, especially in flood-prone and mountainous areas. The rest of Mindanao will remain partly cloudy to cloudy with isolated rain showers or thunderstorms also associated with the ITCZ.
PAGASA warns that severe thunderstorms may cause sudden heavy downpours, prompting communities to stay alert for rapid flooding, swollen rivers, and possible landslide events.
ZAMBOANGA PENINSULA
Across Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City, weather conditions will remain partly cloudy to at times cloudy, with localized rain showers or thunderstorms persisting from morning until the next day.

- Winds: Light to moderate from the northeast to north
- Seas: Slight to moderate, with wave heights between 0.6 to 2.1 meters
NORTHERN MINDANAO
Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental will experience cloudy skies with rain showers and thunderstorms throughout the day and night.

- Seas: Slight to moderate
DAVAO REGION
Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental can expect overcast skies with periods of rain and thunderstorms, with rainfall persisting into the evening.

- Coastal waters: Slight to moderate
- Winds: Light to moderate from the northeast to north
SOCCSKSARGEN
North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will remain cloudy with rain showers and thunderstorms, with the potential for heavy rainfall in the afternoon and evening.

CARAGA REGION
Agusan del Norte will see partly cloudy to at times cloudy conditions with isolated thunderstorms, while Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands will experience widespread cloudiness with frequent rain and thunderstorms.

BARMM (Bangsamoro Autonomous Region in Muslim Mindanao)
Cotabato City, Basilan, Lanao del Sur, Sulu, Tawi-Tawi, Maguindanao del Norte, and Maguindanao del Sur will have partly cloudy to cloudy skies with isolated or scattered thunderstorms throughout the forecast period.

ADVISORY TO THE PUBLIC
PAGASA urges the public, especially communities near rivers, coastal areas, and mountain slopes, to remain vigilant against possible flash floods and landslides. Fisherfolk and those with small seacraft are also advised to monitor sea conditions as moderate waves are expected in several coastal areas.
