Davao City has taken a significant step toward inclusivity and early childhood development with the inauguration of the Davao City Special Needs Intervention Center for Children (DCSNICC) on March 21. The newly established center, operating under the City Social Welfare and Development Office (CSWDO), aims to provide early intervention services for indigent children aged 0 to 6 years with developmental delays or disabilities.



A Milestone in Social Welfare
The establishment of DCSNICC stems from City Ordinance No. 0230-20, authored by Councilor Antoinette Principe, in response to the growing demand for accessible developmental assessments and interventions in Davao City. The initiative was first introduced by former mayor, now Vice President, Inday Sara Duterte and was continued under the leadership of Mayor Sebastian Duterte.
The center primarily serves indigent families residing in Davao City, catering to children who exhibit various developmental challenges, including intellectual disabilities, autism spectrum disorder, speech or language impairment, attention-deficit/hyperactivity disorder (ADHD), specific learning disorders, physical disabilities, sensory delays, and cognitive delays.
A Holistic Approach to Early Intervention
DCSNICC operates with a multidisciplinary team of professionals, ensuring that each child receives a comprehensive and individualized intervention plan. The center offers a variety of essential services, including:
- Developmental Pediatric Consultation – Medical evaluation and diagnosis of developmental conditions.
- Occupational Therapy (OT) – Enhancing fine motor skills, sensory integration, and self-care abilities.
- Physical Therapy (PT) – Improving mobility, coordination, posture, and gross motor skills.
- Speech Therapy (ST) – Addressing speech delays, communication disorders, and feeding difficulties.
- Special Education (SPED) – Providing structured learning support for cognitive and adaptive skill development.
- Audiology Services – Conducting hearing assessments and interventions.
- Social Work Services – Offering case management, family counseling, and referral to community resources.
- Parent and Caregiver Training – Educating families on how to support their child’s development at home.
A Brighter Future for Children with Special Needs
By offering these vital services, DCSNICC seeks to bridge the gap for families who previously had limited access to developmental interventions. Through early intervention, collaboration, and advocacy, the center plays a crucial role in shaping a better future for children with special needs in Davao City.
