A total of 135 irrigators-beneficiaries from the Andanan Wawa River Irrigation System, National Irrigation Administration Caraga Gibong River Irrigation System, and Patin-ay Communal Irrigation System recently received their wages under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program. Administered by the Department of Labor and Employment (DOLE), the program provides temporary employment opportunities to individuals facing economic challenges, enabling them to improve their financial stability through meaningful community work.
Empowering Communities Through Employment
The TUPAD Program offers beneficiaries 15 days of paid work on tasks that benefit their communities, such as irrigation system maintenance and other vital infrastructure improvements. Compensation rates align with the prevailing minimum wage, ensuring fair remuneration for their efforts. Participants are also equipped with personal protective equipment (PPE), receive comprehensive orientation on workplace safety, and are covered by the Government Service Insurance System (GSIS) for the duration of their employment. These measures underscore the program’s commitment to worker safety and welfare.
A Well-Coordinated Initiative
The recent payout event was facilitated by Ms. Almie Jane Asilo and Mr. John Lord Lantayora, representatives from DOLE Agusan del Sur. Their collaboration with system heads and personnel from the National Irrigation Administration Agusan del Sur Irrigation Management Office (NIA ADS IMO) ensured the smooth implementation of the program. This coordinated effort highlights the importance of multi-agency partnerships in delivering effective and impactful services to local communities.
Benefits Beyond Financial Support
By providing temporary employment, the TUPAD Program not only helps displaced and disadvantaged workers address immediate financial needs but also contributes to the development and maintenance of essential community infrastructure. These projects create a ripple effect, benefiting the broader community and reinforcing the value of collective effort in addressing local challenges.
Commitment to Sustainable Development
The success of this initiative reflects DOLE’s ongoing commitment to fostering inclusive growth and uplifting vulnerable sectors of society. Programs like TUPAD demonstrate the power of targeted interventions in improving livelihoods, promoting safety, and fostering community resilience. For the irrigators-beneficiaries, the program represents not just a temporary lifeline but also an opportunity to contribute to their communities’ long-term progress.
