PAGASA Regional Forecast — December 3, 2025
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) is advising residents across Mindanao to brace for varying weather conditions today, December 3, as the Intertropical Convergence Zone (ITCZ) continues to influence large portions of the region.
In its 5:00 AM regional weather bulletin, PAGASA reported that Basilan, Sulu, and Tawi-Tawi (BASULTA) will experience cloudy skies with scattered rains and thunderstorms throughout the day, brought by the ITCZ. These conditions may bring moderate to at times heavy rainfall, posing risks of flash floods and landslides, especially in flood-prone and mountainous areas.
Meanwhile, the rest of Mindanao—including the Zamboanga Peninsula, Northern Mindanao, Davao Region, SOCCSKSARGEN, Caraga, and the Bangsamoro Autonomous Region—will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms mainly due to localized thunderstorms. Severe thunderstorms remain capable of producing sudden heavy downpours, strong winds, and possible flooding.
Across the region, winds will be light to moderate from the north to northwest, with slight to moderate seas ranging from 0.6 to 1.8 meters, making sea conditions generally safe for small vessels.
ZAMBOANGA PENINSULA
Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will experience partly cloudy to at times cloudy skies with rainshowers or thunderstorms both in the daytime and nighttime.
- Temperatures will range from 22°C to 33°C, depending on the province.
- Winds will be light to moderate from the north to northwest.
- Coastal waters remain slight to moderate.
NORTHERN MINDANAO
Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental will also have partly cloudy to cloudy skies with isolated thunderstorms.
- Daytime temperatures range between 20°C and 31°C.
- Winds and sea conditions are expected to remain light to moderate.
DAVAO REGION
Metro Davao, Davao del Sur, Davao del Norte, Davao de Oro, Davao Oriental, and Davao Occidental will see the same weather pattern: partly cloudy to at times cloudy skies with rainshowers or thunderstorms.
- Temperatures will peak at 31°C to 32°C.
- Winds from the north to northwest will bring slight to moderate seas along coastal municipalities.
SOCCSKSARGEN
North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will continue to experience localized thunderstorms, especially in the afternoon and evening.
- Temperatures range from 22°C to 34°C, with South Cotabato expecting the day’s highest readings.
- Light to moderate winds prevail.
CARAGA REGION
Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Dinagat Islands are forecast to have partly cloudy to cloudy skies with occasional rainshowers or thunderstorms.
- Temperatures: 22°C to 33°C.
- Coastal waters: Slight to moderate.
BARMM
Cotabato City, Maguindanao del Norte, Maguindanao del Sur, and Lanao del Sur will experience partly cloudy to at times cloudy skies with isolated rainshowers or thunderstorms.
However, Basilan, Sulu, and Tawi-Tawi remain under cloudy skies with widespread rainshowers and thunderstorms due to the ITCZ.
- Temperatures in BASULTA range from 22°C to 30°C.
- Residents are strongly advised to remain alert for possible flooding and landslides.
