Mindanao — Large parts of Mindanao will continue to experience cloudy skies, scattered rains, and thunderstorms throughout the day as the Intertropical Convergence Zone (ITCZ) remains dominant over the region, according to the PAGASA-Mindanao PRSD 5:00 AM regional forecast issued Monday, November 17, 2025.

PAGASA warned that the persistent rains—moderate to at times heavy—could trigger flash floods and landslides, especially in low-lying and mountainous areas. Residents are advised to stay alert for sudden weather changes and to monitor updates from their local disaster councils.

Wind and Sea Conditions

Light to moderate winds from the northeast to north will prevail over the eastern section of Mindanao, bringing slight to moderate seas. The rest of the island will likewise see light to moderate winds coming from the east to northeast, with sea conditions ranging from 0.6 to 2.1 meters, making them generally safe but still requiring caution for small sea vessels.

Zamboanga Peninsula

Provinces including Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will all experience cloudy skies with rainshowers and thunderstorms throughout the day and night.

  • Winds: Light to Moderate (East to Northeast)
  • Seas: Slight to Moderate

Northern Mindanao

Areas such as Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental will also have persistent thunderstorms and rains for the entire forecast period.

Davao Region

Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental are forecast to experience widespread rains and thunderstorms, driven by northerly to northeasterly winds.

  • Winds: Light to Moderate (Northeast to North)

SOCCSKSARGEN

Provinces including North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will continue to see rainy and stormy conditions from morning until early Tuesday.

Caraga Region

Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Dinagat Islands will experience persistent rains and thunderstorms, with the seas remaining slightly to moderately rough.

  • Winds: Light to Moderate (Northeast to North / East to Northeast)

Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)

Provinces including Cotabato City, Basilan, Lanao del Sur, Sulu, Tawi-Tawi, Maguindanao del Norte, and Maguindanao del Sur are expected to have cloudy skies with intermittent rainshowers and thunderstorms the entire day.
