November 18, 2025 — Mindanao. Cloudy skies, scattered rains, and thunderstorms are expected across large parts of Mindanao today as the Intertropical Convergence Zone (ITCZ) continues to affect the region, according to the 5:00 AM weather bulletin of PAGASA–Mindanao PRSD.

The weather agency warned residents in BARMM and SOCCSKSARGEN to brace for moderate to at times heavy rainfall that could trigger flash floods or landslides, especially in low-lying and mountainous areas. The rest of Mindanao will experience generally partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, which may still cause localized flooding during severe thunderstorms.

Light to moderate winds from the northeast to north will prevail throughout the region, with coastal waters ranging from slight to moderate at 0.6 to 2.5 meters.


REGIONAL CONDITIONS

BARMM and SOCCSKSARGEN

Both regions are forecast to have cloudy skies with rainshowers and thunderstorms throughout the day, accompanied by light to moderate northeasterly winds.
Temperatures are expected to range from:

  • Cotabato City: 24–35°C
  • Maguindanao del Norte: 24–35°C
  • Maguindanao del Sur: 24–36°C
  • Basilan: 22–29°C
  • Lanao del Sur: 20–28°C
  • Tawi-Tawi: 26–33°C
  • North Cotabato, South Cotabato, Sultan Kudarat, Sarangani: 23–34°C

PAGASA emphasized heightened caution in these areas due to persistent wet conditions and the potential for flooding and landslides.


NORTHERN MINDANAO

Most provinces—including Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental, and the Dinagat Islands—will experience partly cloudy to at times cloudy skies with isolated thunderstorms.

Daytime temperatures are forecast as follows:

  • Bukidnon: 19–32°C
  • Camiguin: 24–31°C
  • Lanao del Norte: 25–33°C
  • Misamis Occidental: 24–33°C
  • Misamis Oriental: 25–31°C
  • Dinagat Islands: 24–32°C

Coastal waters in Northern Mindanao remain slight to moderate, making them generally safe for small vessels, though caution is advised during thunderstorms.


DAVAO REGION

The provinces of Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental, including Metro Davao, will have partly cloudy to cloudy skies with intermittent rainshowers or thunderstorms.

Temperature ranges:

  • Metro Davao: 23–32°C
  • Davao del Norte: 24–32°C
  • Davao del Sur: 25–33°C
  • Davao Oriental: 24–33°C
  • Davao de Oro: 22–31°C
  • Davao Occidental: 23–30°C

Local downpours are possible in the afternoon or evening.


CARAGA REGION

Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Dinagat Islands will likewise experience partly cloudy to cloudy skies with rainshowers or thunderstorms.

Expected temperatures include:

  • Agusan del Norte: 24–32°C
  • Agusan del Sur: 23–34°C
  • Surigao del Norte: 25–31°C
  • Surigao del Sur: 24–29°C

Residents should monitor potential localized flooding during intense rainfall.


ZAMBOANGA PENINSULA

Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will have partly cloudy to at times cloudy skies with rainshowers or thunderstorms.

Temperatures remain warm:

  • Zamboanga City: 24–32°C
  • Zamboanga del Norte: 22–33°C
  • Zamboanga del Sur: 23–31°C
  • Zamboanga Sibugay: 22–32°C
  • Isabela City: 22–29°C
  • Sulu: 24–31°C

SAFETY REMINDERS

PAGASA advises the public, particularly those in flood-prone and landslide-prone communities, to remain vigilant as intermittent heavy rains may occur throughout the day. Fisherfolk and operators of small sea craft are encouraged to monitor sea conditions and weather updates before venturing out.
