Mindanao — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has forecast widespread cloudy skies and scattered rain showers across Mindanao today, October 23, 2025, due to the prevailing Intertropical Convergence Zone (ITCZ). The agency cautioned residents in low-lying and mountainous areas against possible flash floods or landslides as moderate to at times heavy rains are expected throughout the day and night.
As of 3:00 a.m., the center of Tropical Storm “Salome” was estimated over the coastal waters of Basco, Batanes (20.5°N, 122.0°E), packing maximum sustained winds of 65 kilometers per hour (km/h) near the center and gustiness reaching up to 90 km/h. While the storm directly affects Northern Luzon, its trough and the ITCZ continue to influence weather patterns across the southern regions, including Mindanao.
Regional Overview
Across Mindanao, light to moderate winds from the southwest to south will prevail, bringing slight to moderate seas with wave heights ranging from 0.6 to 1.8 meters. The overall temperature across the island is expected to range between 20°C and 34°C, depending on elevation and location.
Zamboanga Peninsula
Zamboanga City and the provinces of Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will experience cloudy skies with rain showers and thunderstorms throughout the day and evening. Temperatures will range from 22°C to 32°C, with light to moderate southwest to south winds and slight to moderate seas.
Northern Mindanao
Provinces such as Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental are likewise expected to see intermittent thunderstorms and scattered rainfall. Daytime highs may reach 31°C to 32°C, while cooler temperatures are expected in the highlands of Bukidnon at around 19°C to 20°C. Coastal conditions will remain calm to moderate.
Davao Region
Metro Davao and its surrounding provinces—Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental—will also experience cloudy skies with rain showers and thunderstorms, especially in the afternoon and evening. Temperatures are forecast between 23°C and 33°C, with light to moderate winds. PAGASA advises residents to stay alert for localized flooding in low-lying areas and along rivers.
SOCCSKSARGEN
The provinces of North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will have similar weather conditions, with frequent rain showers and possible thunderstorms throughout the forecast period. Daytime temperatures may reach up to 34°C in South Cotabato and North Cotabato, cooling down to around 23°C to 24°C overnight.
Caraga Region
Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the Dinagat Islands will continue to experience cloudy skies with rain showers and thunderstorms caused by the ITCZ. Winds will blow lightly to moderately from the southwest to southeast, keeping coastal waters slight to moderate. Temperatures will range from 23°C to 34°C.
Bangsamoro Autonomous Region in Muslim Mindanao (BARMM)
The provinces of Basilan, Sulu, Tawi-Tawi, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, and Cotabato City will also experience cloudy skies with scattered rain showers and thunderstorms. Temperatures will range from 20°C in upland Lanao del Sur to 32°C in the lowlands and coastal provinces. Seas around the Sulu Archipelago and Maguindanao coastlines will remain slight to moderate, though residents in flood-prone zones are urged to stay vigilant.
Public Advisory
PAGASA reminds the public, particularly those living near river channels, hill slopes, and coastal areas, to monitor local weather advisories and take precautionary measures against potential flooding and landslides. Fisherfolk and small sea vessels are advised to remain cautious when venturing into open waters due to changing wind patterns and possible thunderstorms.
