September 26, 2025 – El Salvador City, Misamis Oriental — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Typhoon Opong (international name: Bualoi) continues to affect parts of Mindanao as of Friday morning, September 26.

At 3:00 a.m., the eye of Typhoon Opong was located in the vicinity of San Isidro, Northern Samar (12.3°N, 124.4°E), packing maximum sustained winds of 110 km/h near the center and gustiness of up to 150 km/h. The system is moving west-northwestward at 30 km/h. While its center remains outside Mindanao, its outer bands and the enhanced southwest monsoon (habagat) are bringing rains and strong winds to many provinces.

Areas Directly Affected

Surigao del Norte and Dinagat Islands are experiencing rains with gusty winds, with PAGASA warning of rough coastal waters in these areas. Dinagat Islands in particular has been placed under close monitoring due to sustained rains and strong winds forecast to persist throughout the day.

In Caraga, occasional rains are expected in Agusan del Norte, Agusan del Sur, Surigao del Norte, and Surigao del Sur. Coastal waters in these provinces will be moderate to rough, posing hazards to small sea vessels.

Widespread Effects of the Southwest Monsoon

The southwest monsoon, enhanced by Typhoon Opong, is bringing occasional rains and thunderstorms to several regions:

  • Zamboanga Peninsula (Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Zamboanga City, and Isabela City) will experience occasional rains throughout the day. Winds will be moderate to strong from the southwest, with moderate to rough seas.
  • Northern Mindanao (Bukidnon, Camiguin, Misamis Oriental, Misamis Occidental, and Lanao del Norte) will have similar conditions, with Bukidnon expecting cooler temperatures between 20°C and 27°C due to continuous rains.
  • Davao Region (Davao City, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental) will have partly cloudy to cloudy skies with rainshowers or thunderstorms. Coastal provinces will see rougher seas, while inland areas will face sporadic heavy downpours.
  • SOCCSKSARGEN (North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani) will also have partly cloudy to cloudy skies with localized thunderstorms, accompanied by strong southwest winds.
  • BARMM Provinces — Basilan, Sulu, and Tawi-Tawi are forecast to have occasional rains with moderate to strong winds and rough seas. Lanao del Sur will experience cooler temperatures at 20°C to 28°C with occasional rains, while Maguindanao del Norte, Maguindanao del Sur, and Cotabato City will have partly cloudy skies with intermittent rainshowers or thunderstorms.

PAGASA Advisory

PAGASA forecasters warned fishermen and operators of small boats in areas with moderate to rough seas to avoid venturing out due to potentially hazardous conditions. Residents in low-lying and mountainous areas are also advised to remain alert against possible flash floods and landslides triggered by heavy rainfall.

The regional weather outlook remains valid until 5:00 a.m. tomorrow, September 27, with updates to be issued as the typhoon continues its movement across the Visayas area and as the southwest monsoon lingers over Mindanao.
