GENERAL SANTOS CITY, Philippines — Several areas across Mindanao are expected to experience scattered to widespread rains and thunderstorms on Sunday, November 8, as easterlies continue to affect the island, prompting weather-related warnings over possible flash floods and landslides, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).

In its regional weather forecast issued at 5:00 a.m. on November 8, PAGASA’s Mindanao Regional Services Division (MINPRSD) said Caraga, Northern Mindanao, the Zamboanga Peninsula, and Davao Oriental will have cloudy skies with scattered to widespread rains and thunderstorms associated with the prevailing easterlies.

The weather bureau warned that moderate to occasionally heavy rainfall could trigger flash floods and landslides, particularly in areas vulnerable to flooding, steep terrain, and rain-induced slope instability.

The rest of Mindanao, meanwhile, will generally experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. PAGASA cautioned that severe thunderstorms in these areas could also result in flash floods or landslides.

Heavy rains expected in Caraga, Northern Mindanao and Zamboanga Peninsula

Rainy conditions are expected across much of Caraga, Northern Mindanao, and the Zamboanga Peninsula, where cloudy skies and rainshowers accompanied by thunderstorms are forecast throughout the 24-hour forecast period.

In Caraga, Agusan del Norte, Agusan del Sur, and Surigao del Sur are expected to experience cloudy skies with rainshowers and thunderstorms. Dinagat Islands will also have similar conditions, while Surigao del Norte may experience partly cloudy to occasionally cloudy skies with rainshowers or thunderstorms during the initial forecast period before shifting to cloudy skies with rainshowers and thunderstorms.

Temperature forecasts place Agusan del Norte between 24°C and 31°C, Agusan del Sur between 23°C and 31°C, Surigao del Norte between 26°C and 32°C, Surigao del Sur between 25°C and 32°C, and Dinagat Islands between 24°C and 30°C.

Northern Mindanao will likewise experience cloudy skies with rainshowers and thunderstorms. Bukidnon is expected to record temperatures of 19°C to 32°C, while Camiguin will have temperatures ranging from 25°C to 30°C.

Lanao del Norte is forecast to experience temperatures of 22°C to 30°C, Misamis Occidental 24°C to 31°C, and Misamis Oriental 25°C to 31°C.

The Zamboanga Peninsula will also remain generally cloudy, with rainshowers and thunderstorms expected in Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City.

Zamboanga City is expected to experience temperatures of 26°C to 32°C, while Zamboanga del Norte could reach a high of 35°C. Zamboanga del Sur will have temperatures ranging from 23°C to 31°C, while Zamboanga Sibugay and Isabela City are forecast to record 24°C to 31°C and 24°C to 31°C, respectively.

Davao Region: Thunderstorms possible, heavier rains in Davao Oriental

Weather conditions across the Davao Region will vary, with partly cloudy to occasionally cloudy skies and isolated rainshowers or thunderstorms expected in Metro Davao, Davao del Norte, Davao del Sur, Davao de Oro, and Davao Occidental.

Davao Oriental, however, is included among the areas expected to experience cloudy skies with scattered to widespread rains and thunderstorms due to the easterlies.

The forecast indicates that Metro Davao could experience temperatures between 25°C and 33°C, while Davao del Norte may record 24°C to 33°C. Davao del Sur is expected to have temperatures of 23°C to 34°C.

Davao de Oro is forecast to experience temperatures ranging from 23°C to 32°C, while Davao Occidental could record 24°C to 32°C.

Davao Oriental, meanwhile, is expected to have temperatures between 22°C and 32°C, with rainshowers and thunderstorms throughout the forecast period.

Residents, particularly those in low-lying communities, flood-prone areas, and locations near rivers and waterways, are advised to remain alert as thunderstorms and periods of moderate to heavy rainfall could cause sudden rises in water levels and localized flooding.

SOCCSKSARGEN and BARMM to experience localized thunderstorms

In SOCCSKSARGEN, North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani are expected to experience partly cloudy to occasionally cloudy skies with rainshowers or thunderstorms.

North Cotabato is forecast to have temperatures ranging from 22°C to 33°C, while South Cotabato could reach a high of 35°C, the highest forecast maximum among the listed areas in the regional bulletin.

Sultan Kudarat is expected to record temperatures of 23°C to 33°C, while Sarangani will have temperatures between 26°C and 33°C.

Across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), partly cloudy to occasionally cloudy skies with isolated rainshowers or thunderstorms are expected in Cotabato City, Basilan, Lanao del Sur, Sulu, Tawi-Tawi, Maguindanao del Norte, and Maguindanao del Sur.

Cotabato City could experience temperatures of 23°C to 34°C, while Basilan is forecast to record 23°C to 32°C. Lanao del Sur will have cooler conditions, with temperatures ranging from 22°C to 30°C.

Sulu is expected to experience temperatures of 25°C to 34°C, while Tawi-Tawi could record 27°C to 32°C. Maguindanao del Norte and Maguindanao del Sur are forecast to have temperatures of 24°C to 34°C.

Although these areas are not included in the primary zone forecast for scattered to widespread rainfall, PAGASA warned that severe thunderstorms could still trigger flash floods and landslides.

Northeast winds, moderate coastal conditions

PAGASA said light to moderate winds from the northeast will prevail across Mindanao, while coastal waters are expected to remain slight to moderate, with wave heights ranging from 0.6 to 2.1 meters.

These conditions are expected to persist throughout the forecast period, although sea conditions may still pose challenges to small fishing boats and other vessels, particularly during periods of thunderstorms and locally stronger winds.

Fisherfolk and operators of small seacraft are advised to monitor changing weather conditions and exercise caution when venturing into coastal waters.

Residents urged to prepare for possible flooding and landslides

With several provinces expected to experience sustained rainfall and thunderstorms, residents are advised to take necessary precautions, especially in communities with a history of flooding, landslides, and overflowing rivers.

People living near mountain slopes, riverbanks, drainage channels, and other hazard-prone locations should remain alert for rapidly changing conditions. Localized heavy rainfall can cause sudden flooding even in areas outside the primary zones of widespread rain.

Motorists are also encouraged to exercise caution on roads with poor drainage, reduced visibility, and landslide exposure, while communities should avoid crossing swollen rivers and flowing floodwaters.

Local disaster risk reduction and management offices are encouraged to monitor rainfall conditions and maintain preparedness for possible weather-related emergencies.

PAGASA’s regional forecast is valid from 5:00 a.m. on November 8 until 5:00 a.m. on November 9, 2026.
