Tropical Depression Wilma continues to influence weather conditions across Mindanao, bringing widespread rains, gusty winds, and elevated risks of flooding and landslides, according to the 5:00 AM regional weather bulletin issued by PAGASA–MINPRSD on December 5, 2025. The advisory covers conditions expected from early Friday morning until 5:00 AM Saturday.

The provinces of Surigao del Norte, Surigao del Sur, and Dinagat Islands are experiencing the heaviest impact, with continuous rains accompanied by gusty winds directly associated with TD Wilma. PAGASA warns of moderate to heavy, and at times intense rainfall, which may trigger flash floods and landslides, especially in low-lying and mountainous areas. Strong winds may also bring minimal to minor threats to life and property in these provinces.

In Northern Mindanao, the rest of Caraga, and Zamboanga del Norte, residents can expect cloudy skies with scattered rains and thunderstorms, also due to the circulation of TD Wilma. Similar hazards—flooding and landslides—remain possible as rain intensity may reach moderate to heavy throughout the day.

The rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms, mainly due to localized thunderstorms, which may develop in the afternoon or evening.

Wind and Sea Conditions

Moderate to strong winds coming from the Northeast to Northwest will prevail over the western sectors of Mindanao, producing moderate to rough seas with wave heights ranging between 1.5 to 2.8 meters. The same sea conditions are expected across the rest of Mindanao, driven by Northwest to Southwest winds. PAGASA advises fishermen and operators of small sea vessels to exercise caution due to potentially hazardous maritime conditions.

Provincial Weather Summary

Across the Zamboanga Peninsula—including Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City—weather conditions range from partly cloudy to cloudy, with intermittent rainshowers or thunderstorms. Temperatures will hover between 23°C to 33°C, accompanied by moderate to strong winds and rough coastal waters.

In Northern Mindanao, including Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental, widespread thunderstorms and rainshowers will persist throughout the day and night, with temperatures ranging from 20°C to 31°C.

The Davao Region—covering Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental—will experience partly cloudy to cloudy skies with isolated to scattered thunderstorms. Conditions remain unstable due to the broader influence of TD Wilma, though winds here will predominantly come from the Northwest to Southwest, still generating moderate to rough seas.

In SOCCSKSARGEN, including North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani, partly cloudy to cloudy skies with localized thunderstorms are forecast. Temperatures in North Cotabato may reach up to 34°C, one of the highest expected values today.

The BARMM provinces—Cotabato City, Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, Sulu, and Tawi-Tawi—will also see partly cloudy to cloudy skies with chances of thunderstorms, with some areas like Lanao del Sur expecting persistent cloudy weather with thunderstorms.

Public Advisory

PAGASA urges local governments and residents, especially in flood-prone and landslide-prone areas, to remain vigilant as rains associated with TD Wilma may intensify without warning. Fisherfolk and small sea craft operators are discouraged from venturing into the open sea due to rough conditions.
