CAGAYAN DE ORO CITY — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued a regional weather forecast this morning, November 3, 2025, warning of moderate to heavy rains and gusty winds over parts of Mindanao due to the approach of Severe Tropical Storm “Tino” (international name: Kalmaegi).

As of 3:00 p.m., the center of Severe Tropical Storm Tino was located 815 kilometers east of Eastern Visayas (11.3°N, 133.2°E), packing maximum sustained winds of 96 kilometers per hour near the center and gustiness of up to 115 kilometers per hour. The storm is moving west-northwestward at 30 kilometers per hour.

Areas Affected

According to PAGASA’s Mindanao PRSD (El Salvador City, Misamis Oriental), Dinagat Islands and Surigao del Norte are expected to experience rainy conditions with gusty winds, potentially causing flooding and landslides due to moderate to heavy rains. The agency also warned of a minimal to minor threat to life and property from strong winds.

The rest of the Caraga Region, as well as Misamis Oriental and Camiguin, will have cloudy skies with scattered rains and thunderstorms brought by the trough or extension of Severe Tropical Storm Tino. Meanwhile, the rest of Mindanao will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms due to localized thunderstorms.

Winds and Sea Conditions

Moderate to strong winds blowing from the northeast will prevail across the entire Mindanao region, with moderate to rough sea conditions ranging from 1.5 to 4.5 meters. Fisherfolk and operators of small seacraft are advised to exercise caution or avoid venturing out into the sea, particularly in the eastern seaboards.

Regional Forecast Highlights

Across Northern Mindanao — including Bukidnon, Camiguin, Misamis Oriental, Misamis Occidental, and Lanao del Norte — skies will range from partly cloudy to cloudy with scattered rainshowers and thunderstorms. Temperatures will range between 19°C to 32°C, and coastal waters will be moderate to rough.

In Zamboanga Peninsula, including Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City, partly cloudy skies with occasional rainshowers or thunderstorms are expected. Winds will remain moderate to strong from the northeast with moderate to rough seas, and temperatures between 24°C to 33°C.

Over Davao Region — including Davao City, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental — conditions will generally be partly cloudy to cloudy with possible rainshowers or thunderstorms. Moderate to strong northeasterly winds will prevail, and coastal waters will be moderate to rough.

In SOCCSKSARGEN (North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani), weather conditions are forecast to be partly cloudy to at times cloudy with isolated rainshowers. Winds will be moderate to strong from the northeast with moderate to rough seas.

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) — including Maguindanao del Norte, Maguindanao del Sur, Lanao del Sur, Basilan, Sulu, and Tawi-Tawi — will also experience similar conditions of partly cloudy to occasionally cloudy skies with isolated rainshowers or thunderstorms.

Public Advisory

PAGASA advised residents, especially those in flood-prone and landslide-prone areas in Caraga and Northern Mindanao, to remain alert and continue monitoring official weather bulletins. Mariners are urged to take precautionary measures due to the expected moderate to rough seas.
