Typhoon “Tino” (international name: Kalmaegi) continues to lash parts of the Visayas and Mindanao as it moves westward, bringing heavy rains, strong winds, and rough seas across several regions, according to the 5:00 AM regional weather bulletin issued by PAGASA’s Mindanao PRSD on Tuesday, November 4, 2025.

As of 3:00 AM, the eye of Typhoon Tino was located over the coastal waters of Tudela, Cebu (10.7°N, 124.5°E), packing maximum sustained winds of 150 kilometers per hour (km/h) near the center and gustiness of up to 205 km/h. The typhoon is moving westward at 25 km/h.

Northern Mindanao under threat

Northern Mindanao is expected to experience rains with gusty winds due to the direct effect of Typhoon Tino. PAGASA warned of possible flash floods and landslides caused by moderate to heavy, at times intense, rainfall. The region faces minimal to minor threats to life and property due to strong to gale-force winds.

Provinces such as Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental are forecast to experience continuous rains with gusty conditions throughout the day, with temperatures ranging from 21°C to 33°C. Coastal areas in these provinces are also expected to have rough seas, posing risks to small vessels.

CARAGA and eastern seaboards face very rough seas

The CARAGA Region — including Dinagat Islands, Siargao, Bucas Grande, and Surigao provinces — will face very rough to high seas ranging from 4.0 to 7.0 meters. Winds in these areas are forecast to be strong to very strong from the northwest to southwest direction. Residents and fisherfolk are strongly advised against venturing out to sea due to dangerous wave conditions.

In Agusan del Norte and Surigao del Norte, very strong winds and rough to high coastal conditions are expected, while Surigao del Sur will have rough to very rough seas with temperatures between 24°C and 34°C.

Widespread rains across Mindanao

The rest of Mindanao will experience cloudy skies with scattered rains and thunderstorms due to the trough of Typhoon Tino. PAGASA also cautioned of possible localized flash floods and landslides in areas prone to flooding and soil erosion.

The Davao Region, SOCCSKSARGEN, and BARMM are forecast to have cloudy skies with rainshowers and thunderstorms throughout the day. Winds will range from light to moderate, blowing from the northwest to southwest. Coastal waters will generally be slight to moderate, with waves of 1.2 to 2.5 meters.

Metro Davao, Davao del Norte, and Davao del Sur may experience rainshowers and thunderstorms, with daytime temperatures peaking between 32°C and 33°C. Meanwhile, Davao Oriental may have rough seas and stronger winds, similar to those in Northern Mindanao.

Zamboanga Peninsula and BARMM outlook

Over the Zamboanga Peninsula — including Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City — skies will be cloudy with scattered rainshowers and thunderstorms. Winds are expected to be light to moderate in most areas, with moderate to rough coastal conditions in Zamboanga del Norte.

In BARMM, including Basilan, Sulu, Tawi-Tawi, Maguindanao del Norte, Maguindanao del Sur, Lanao del Sur, and Cotabato City, similar weather patterns are expected, with cloudy skies, rainshowers, and occasional thunderstorms. Temperatures will range from 21°C to 32°C, with slight to moderate seas.

Mariners and residents advised to stay alert

PAGASA urged residents in affected areas to remain vigilant for possible flash floods and landslides, particularly in mountainous and low-lying communities. Sea travel is risky over the eastern and northern seaboards of Mindanao due to rough to high seas.

Typhoon Tino is expected to continue moving westward and may bring more rains and winds over parts of Mindanao and the Visayas in the next 24 hours.
