October 4, 2025 — El Salvador City, Misamis Oriental — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) reported that Severe Tropical Storm Paolo (international name: Matmo) was spotted at 3:00 AM today, October 4, 200 kilometers west of Sinait, Ilocos Sur. The storm, packing maximum sustained winds of 110 kilometers per hour near the center and gustiness reaching up to 135 kilometers per hour, is moving west-northwestward at 20 kilometers per hour.

While Paolo is situated over Northern Luzon’s western waters, its circulation is influencing weather conditions across Mindanao. PAGASA said most provinces in the island will experience partly cloudy to cloudy skies with isolated rainshowers or thunderstorms caused by localized thunderstorms. The weather bureau warned that severe thunderstorms could bring possible flash floods or landslides in susceptible areas.

Winds and Sea Conditions

  • Eastern Mindanao: Light to moderate winds from northeast to southeast with slight to moderate seas (0.6 to 1.5 meters).
  • Elsewhere in Mindanao: Light to moderate winds from southwest to northwest with similar sea conditions.

Provincial Weather Forecasts

  • Zamboanga Peninsula (Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, Isabela City): Residents can expect partly cloudy to at times cloudy skies with scattered rainshowers or thunderstorms. Daytime temperatures will range from 24°C to 35°C, cooling to around 23°C to 31°C at night. Winds will be light to moderate from southwest to northwest, with slight to moderate seas.
  • Northern Mindanao (Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, Misamis Oriental): Similar partly cloudy to cloudy conditions are forecasted with chances of afternoon or evening thunderstorms. Temperatures will range between 20°C and 33°C, with coastal waters slight to moderate.
  • Davao Region (Davao City, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, Davao Occidental): Skies will be partly cloudy with localized thunderstorms, particularly in the late afternoon to evening. Winds will come from northeast to southeast in most parts, while Davao Occidental will experience southwest to northwest winds. Temperatures may reach up to 33°C in some lowland areas.
  • SOCCSKSARGEN (North Cotabato, South Cotabato, Sultan Kudarat, Sarangani, Cotabato City): Mostly fair weather with intervals of thunderstorms is expected. Temperatures will peak at 33°C during the day before cooling down to 22°C at night. Coastal waters remain slight to moderate.
  • Caraga Region (Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, Dinagat Islands): Residents are advised to prepare for partly cloudy skies and localized thunderstorms. Winds will generally come from northeast to southeast, with daytime highs between 32°C and 33°C.
  • Bangsamoro Autonomous Region in Muslim Mindanao (Basilan, Lanao del Sur, Maguindanao del Norte, Maguindanao del Sur, Sulu, Tawi-Tawi): Weather will remain partly cloudy with chances of thunderstorms. Daytime temperatures will range between 24°C and 32°C. Seas will be slight to moderate, favorable for small to medium vessels.

Advisory

Although Severe Tropical Storm Paolo is far from Mindanao, PAGASA urged residents to remain cautious of localized thunderstorms that may trigger flooding and landslides. Fisherfolk and those using small seacraft are advised to monitor sea conditions, especially in the eastern seaboards.
