CAGAYAN DE ORO CITY – The Technical Working Group (TWG) of the Regional Task Force to End Local Communist Armed Conflict – 10 (RTF-ELCAC-10) convened its first quarter meeting for 2025 on March 28 at the 4th Infantry (Diamond) Division Clubhouse inside Camp Evangelista, Patag, Cagayan de Oro City.

The meeting commenced with the election of new TWG officers. Attended by Regional Directors and representatives from various national government agencies in Region 10, the gathering served as a platform to discuss key developments in infrastructure, social welfare, healthcare, livelihood, education, and security. Central to the discussions were updates on the Enhanced Comprehensive Local Integration Program (E-CLIP) for former rebels and People’s Organizations, as well as Support to Barangay Development Programs (SBDP) aimed at uplifting far-flung communities.

These initiatives align with the government’s “whole-of-nation” approach, designed to address the root causes of insurgency and eliminate conditions exploited by communist terrorist groups (CTGs). Through these concerted efforts, the government seeks to reinforce community resilience and promote lasting peace and stability.

Brigadier General Consolito P. Yecla, Assistant Division Commander of the 4th Infantry Division (4ID), provided updates on ongoing peace efforts, underscoring significant combat accomplishments since January 2025. He also highlighted the continued success of the Convergence Areas for Peace and Development (CAPDev) program, which has contributed to improved development outcomes across the region.

Major General Jose Maria Cuerpo II, Commander of 4ID, expressed his gratitude to the RTF-ELCAC-10 TWG for its unwavering trust and support. He reaffirmed 4ID’s commitment to the task force’s objectives and emphasized the importance of sustaining military operations to dismantle communist terrorist groups fully. He also stressed the need for a secure environment conducive to sustainable development.

The first quarter meeting of the RTF-ELCAC-10 TWG marks another step in the government’s ongoing efforts to combat insurgency, strengthen communities, and advance peace and development in Northern Mindanao.
