Lamitan City, Basilan – The Ministry of the Interior and Local Government (MILG) Basilan Provincial Field Office, in collaboration with the Provincial Government of Basilan, conducted a Capacity Enhancement Workshop on February 13, 2025, at Sitti Auna Riverland Resort. The event aimed to equip Peace and Order Councils (POCs) and Anti-Drug Abuse Councils (ADACs) with essential tools, strategies, and technical knowledge to meet the requirements of the 2025 Performance Audits.

MILG Basilan Provincial Director Ra-Diyah M. Akmad, JD, spearheaded the workshop in her capacity as Chairperson of the Provincial Audit Committee (PAC). Representatives from key agencies, including the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Drug Enforcement Agency (PDEA), and civil society organizations, actively participated in the discussions. Attendees included POC and ADAC focal persons from the 13 local government units (LGUs) of Basilan, Local Government Operations Officers (LGOOs), and City and Municipal Chiefs of Police represented by their respective Municipal Executive Senior Police Officers (MESPOs).

The role of ADACs in combating illegal drugs at the local level remains crucial. As mandated by the national government, these councils coordinate anti-drug initiatives, implement community-based rehabilitation programs, and collaborate with law enforcement agencies to address drug-related issues. With the upcoming 2025 performance audit, strengthening ADACs is a key priority to ensure LGUs remain effective in building safer, drug-free communities.

MILG Minister Atty. Sha Elijah B. Dumama-Alba, MP, emphasized the importance of POCs and ADACs in maintaining peace and security. “The fight against illegal drugs and the pursuit of peace require strong local governance. ADACs and POCs must not only comply with standards but also work proactively to protect their communities. MILG remains committed to guiding them toward efficient, transparent, and accountable service,” she stated.

The workshop served as a platform for local officials to assess their preparedness, address existing challenges, and develop strategies to enhance the overall performance of POCs and ADACs. It also marked a crucial preparatory step for the Provincial Audit Committee’s formal audit in April 2025, ensuring all LGUs align with national policies and performance indicators.
