CLAVER, Surigao del Norte – Authorities arrested two individuals during a maritime law enforcement operation after they were allegedly caught transporting thousands of liters of diesel without the required legal documents in the coastal waters of Claver, Surigao del Norte.

The operation was carried out on June 24, 2026, by the Philippine National Police Maritime Group through the Hayanggabon Maritime Law Enforcement Team (MLET), in coordination with the Regional Intelligence Division 13 and the Claver Municipal Police Station.

According to the PNP Maritime Group, law enforcers intercepted the cargo vessel M/L “J&P LORETO” after receiving information regarding the suspected illegal transport of petroleum products. Upon inspection, authorities discovered that the vessel was carrying approximately 2,200 liters of diesel fuel. However, the individuals onboard allegedly failed to present the necessary permits and supporting documents authorizing the transport of the petroleum products.

As a result, authorities confiscated the cargo vessel, the diesel fuel, one heavy-duty hose, and two motor pumps. The total estimated value of the seized items reached ₱1,108,000.00.

The two suspects were immediately arrested for alleged violation of Batas Pambansa Blg. 33, also known as the law prohibiting the illegal trade of adulterated petroleum products, as amended by Presidential Decree No. 1865.

Following their arrest, the suspects were taken to the Hayanggabon Maritime Law Enforcement Team headquarters for proper documentation and the filing of appropriate charges. The confiscated fuel and equipment were likewise placed under government custody pending further investigation and legal proceedings.

The PNP Maritime Group emphasized that intensified maritime patrols and intelligence-driven operations remain part of its continuing campaign against the illegal transport and trade of petroleum products, which pose significant risks to public safety, government revenue collection, and fair commercial practices.

Authorities also urged the public and stakeholders in the maritime industry to remain vigilant and immediately report suspicious activities involving the transport of petroleum products to help curb illegal operations and strengthen maritime security throughout the region.
