AGUSAN DEL SUR and SURIGAO DEL SUR — Two alleged members of the Communist Terrorist Group (CTG), both listed among the most wanted persons in the Caraga region, were arrested in separate warrant-serving operations conducted on August 10, 2026, with tactical support from personnel of the 1st Special Action Battalion (1SAB) of the Philippine National Police Special Action Force (SAF).
The operations, carried out in Agusan del Sur and Surigao del Sur, targeted individuals wanted in connection with multiple murder and attempted murder cases. Authorities said the arrests demonstrated the continuing coordination among police units and the SAF in locating wanted persons and carrying out lawful operations.
PSR-listed CTG member arrested in Agusan del Sur
In Purok 1, Barangay Guibonon, Esperanza, Agusan del Sur, personnel from the 1SAB, SAF provided tactical support to the 1304th Maneuver Company of the Regional Mobile Force Battalion 13 (RMFB 13) and the Intelligence and Special Operations Division (ISOD-IG) during the implementation of warrants of arrest against a man identified by authorities as alias “Janly.”
According to the police report, Janly is a Peace and Security Registry (PSR)-listed CTG member and a former commanding officer of SYP Platoon 1, DGF 88, Sub-Regional Committee 3, North Central Mindanao Regional Committee (NCMRC). Authorities also identified the suspect as the No. 6 Regional Level Most Wanted Person of Police Regional Office 13 for the third quarter of calendar year 2026.
The arrest was carried out on the strength of several warrants issued by the Regional Trial Court Branch 7, 10th Judicial Region, Bayugan City, Agusan del Sur.
The cases include Murder under Criminal Case No. 6845; Multiple Attempted Murder under Criminal Case Nos. 6541 and 6704; Multiple Frustrated Murder under Criminal Case No. 6542; Frustrated Murder under Criminal Case No. 6844; and Attempted Murder under Criminal Case No. 6907.
Following the arrest, the 1304th MC, RMFB 13 took custody of Janly for documentation and proper disposition in accordance with established procedures.
No. 3 Most Wanted Person arrested in Surigao del Sur
On the same day, a separate operation in Sitio Logdeck, Barangay San Isidro, Lianga, Surigao del Sur, resulted in the arrest of another alleged CTG member identified by authorities as alias “Niel.”
Personnel of the 1SAB, SAF provided tactical support to the Barobo Municipal Police Station during the service of warrants against Niel, who was identified as a PSR-listed CTG squad leader under Squad 2 of the Sub-Regional Sentro De Grabidad Southland, North Eastern Mindanao Regional Committee.
Authorities said Niel was listed as the No. 3 Regional Level Most Wanted Person of PRO 13 for the third quarter of calendar year 2026. The arrest also involved warrants stemming from several criminal cases filed before the courts.
The warrants, all dated February 23, 2021, were issued by the Regional Trial Court Branch 28, 11th Judicial Region, Lianga, Surigao del Sur.
Niel is wanted for three counts of Murder under Criminal Case Nos. 21-3904, 21-3905 and 21-3906; two counts of Frustrated Murder under Criminal Case Nos. 21-3907 and 21-3908; and Attempted Murder under Criminal Case No. 21-3909.
After the operation, the Barobo Municipal Police Station of the Surigao del Sur Police Provincial Office took custody of the arrested individual for documentation and proper legal disposition.
Coordinated operations
The two arrests highlight the role of coordinated police and tactical operations in serving outstanding warrants against individuals identified by authorities as wanted persons.
Police said the SAF’s support provided timely tactical assistance to partner units during the warrant-serving operations, while the arrests were carried out pursuant to warrants issued by the courts.
Authorities emphasized that the operations were part of continuing efforts to locate wanted individuals and address security concerns in the region through intelligence-driven and legally authorized police operations.
