TALIPAO, Sulu – June 1, 2026 — The Municipality of Talipao has formally been placed under a Stable Internal Peace and Security (SIPS) Status, marking a major milestone in its long-standing efforts to overcome security challenges and advance sustainable development.

The declaration ceremony, held in the municipality, gathered a wide spectrum of stakeholders including local government officials, representatives from national government agencies, security sector units, religious and traditional leaders, peace advocates, and community members. The event underscored a collective recognition of the town’s progress in restoring stability and strengthening governance at the grassroots level.

The SIPS declaration signifies that Talipao has achieved a sustained level of peace and order, deemed sufficient to support development initiatives, improve public service delivery, and enhance the overall quality of life of residents. It is also seen as a validation of years of coordinated efforts between local authorities, security forces, and communities in addressing internal security concerns.

In a keynote message, the Commander of the 1103rd Infantry (Kalis) Brigade emphasized that the declaration goes beyond ceremonial recognition, describing it as a historic affirmation of what collective action can achieve in conflict-affected areas.

“For many years, Talipao faced challenges that tested the resilience of its people. Today, we celebrate not only the achievement of peace but also the triumph of a community that never gave up on its dream of a safer and more prosperous future,” said BGen. Cabasan.

Security officials highlighted that the achievement was made possible through sustained collaboration among barangay leaders, security personnel, religious figures, traditional leaders, and ordinary residents who actively supported peacebuilding initiatives and community-based interventions.

The Armed Forces of the Philippines (AFP), through its partner units in the area, reaffirmed its continued commitment to supporting local government units and communities in preserving the gains of peace and ensuring that development efforts are not derailed by instability. The military also stressed that while the declaration is a significant accomplishment, it does not signal the end of efforts, but rather the beginning of a sustained mission to maintain stability and prevent the resurgence of conflict.

Officials noted that ongoing programs will focus on strengthening community resilience, expanding livelihood opportunities, and supporting infrastructure and social development projects aimed at addressing the root causes of instability.

As Talipao enters this new phase, it is being presented as a symbol of resilience and unity—demonstrating that sustained cooperation between government institutions and communities can transform areas once affected by conflict into zones of opportunity and growth.

The SIPS declaration stands as both a recognition of progress achieved and a reminder of the continuing responsibility to safeguard peace for future generations.
