PAGASA warns of possible flash floods, landslides amid thunderstorms

December 1, 2025 — Mindanao. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued a regional weather advisory at 5:00 a.m. today, warning of continued rains across Mindanao as the Intertropical Convergence Zone (ITCZ) affects large parts of the region.

According to PAGASA–Mindanao PRSD, the Caraga and Davao regions will experience cloudy skies with scattered rainshowers and thunderstorms throughout the day, with the likelihood of moderate to at times heavy rainfall. Residents, particularly those in low-lying and mountainous areas, are cautioned against possible flash floods and landslides.

Meanwhile, the rest of Mindanao—including provinces in Zamboanga Peninsula, Northern Mindanao, SOCCSKSARGEN, and the Bangsamoro Autonomous Region—will have partly cloudy to cloudy skies with isolated rainshowers and thunderstorms, also due to the ITCZ. PAGASA noted that thunderstorms may trigger localized intense rainfall, prompting similar hazards.

Region-by-Region Overview

ZAMBOANGA PENINSULA
Zamboanga City, Zamboanga del Norte, Zamboanga del Sur, Zamboanga Sibugay, and Isabela City will see partly cloudy to cloudy skies with chances of rain or thunderstorms both day and night. Temperatures range from 22°C to 35°C, with light to moderate north to northwest winds and slight to moderate coastal seas of 0.6 to 1.8 meters.

NORTHERN MINDANAO
Bukidnon, Camiguin, Lanao del Norte, Misamis Occidental, and Misamis Oriental can expect intermittent cloudiness and thunderstorms, but no widespread heavy rainfall is projected. Temperatures vary from 21°C to 33°C, accompanied by light to moderate winds from the north to northwest.

DAVAO REGION
Metro Davao, Davao del Norte, Davao del Sur, Davao Oriental, Davao de Oro, and Davao Occidental are forecast to have persistent cloudy skies with rainshowers and thunderstorms the entire day until early Tuesday morning. Temperatures span 22°C to 34°C, with coastal waters remaining slight to moderate.

SOCCSKSARGEN
North Cotabato, South Cotabato, Sultan Kudarat, and Sarangani will see a mix of partly cloudy to cloudy skies and isolated thunderstorms. Daytime temperatures may reach 33°C, with cooler conditions in the evening.

CARAGA
Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands will experience consistent rainfall and thunderstorms, with temperatures from 23°C to 33°C. Seas remain slight to moderate, but locals are advised to stay alert for sudden heavy downpours.

BARMM (Bangsamoro Autonomous Region)
Cotabato City, Basilan, Sulu, Tawi-Tawi, Lanao del Sur, Maguindanao del Norte, and Maguindanao del Sur will have partly cloudy skies with isolated thunderstorms, particularly in the afternoon or evening. Temperature levels range from 21°C to 33°C, with manageable coastal conditions.

Seafarers and Communities Advised to Stay Vigilant

PAGASA emphasized that light to moderate winds across Mindanao will keep seas generally slight to moderate, but thunderstorms may cause temporary rough conditions, especially for smaller vessels.

Communities are urged to monitor advisories, especially in areas prone to flooding and landslides. Thunderstorms associated with the ITCZ can develop rapidly, bringing sudden heavy rain, strong winds, and lightning.
