CAMP EVANGELISTA, Cagayan de Oro City – In a resounding affirmation of peace and reconciliation, thirty-six former rebels (FRs) have officially reentered mainstream society. This milestone was marked during the Presentation of Former Rebels and Press Conference held on January 10, 2025, at Camp Osito D Bahian, Barangay Impalambong, Malaybalay City, Bukidnon.



The event, spearheaded by the 403rd Infantry Brigade of the 4th Infantry (Diamond) Division in collaboration with the Local Government Unit (LGU) of Malaybalay City, symbolizes the growing success of the government’s comprehensive approach to ending local insurgencies. It also underscores the military’s commitment to fostering peace and development in communities affected by armed conflict.
At the heart of this initiative is the Enhanced Comprehensive Local Integration Program (E-CLIP), which has been instrumental in reintegrating former rebels into civilian life. Through dialogue, rehabilitation, and opportunity, the program has provided a clear path for those willing to abandon armed struggle and embrace a peaceful future.
Turning Over Arms for a Fresh Start
During the event, the former rebels surrendered high-powered firearms of various calibers to units under the operational control of the 403rd Infantry Brigade, including the 8th Infantry Battalion, 88th Infantry Battalion, 26th Infantry Battalion, and the 1st Special Forces Battalion. This act not only symbolized their commitment to peace but also reinforced the collaborative efforts of the Philippine Army, the Philippine National Police (PNP), and local government agencies under the E-CLIP Committee of Bukidnon.
Leaders Champion the Cause of Peace
The occasion was graced by several key military and government officials, including Brigadier General Consolito P. Yecla, Assistant Division Commander of the 4th Infantry Division; Brigadier General Michele B. Anayron Jr., Commander of the 403rd Infantry Brigade; and Lt. Col. Manuel B. Estanilla, Assistant Chief of Staff for Civil-Military Operations (OG7). Local government leaders and media representatives were also in attendance, signifying the broad support for peacebuilding initiatives in the region.
Brigadier General Anayron Jr. commended the former rebels for their courageous decision to return to society, emphasizing that the military and local authorities stand ready to support their reintegration journey.
“We commend you for making the decision to lay down your arms and embrace peace. This marks the beginning of your transformation and reintegration into society. The troops, together with local authorities, will provide all the necessary support to help you build a better future for yourselves and your families,” he said.
Brigadier General Consolito P. Yecla, speaking on behalf of Major General Jose Maria R. Cuerpo II, highlighted the effectiveness of the E-CLIP program and the importance of collaboration in peacebuilding.
“The success of this initiative is a testament to the collaboration between our military forces, local government units, and the people of Bukidnon. We are committed to ensuring that the path ahead for these former rebels will be filled with peace and prosperity,” he stated. “Through programs like E-CLIP, the government provides former rebels the support they need to build peaceful, productive lives.”
