LUUK, SULU — A potential clan war, locally known as rido, was successfully prevented in the municipality of Luuk, Sulu, after sustained peace negotiations under the Rido-Free, Gun-Free, and Peace-Centered Community (RFGFPCC) Campaign led to the peaceful surrender of a shooting suspect and the voluntary turnover of several loose firearms.
The successful intervention, spearheaded by the 1102nd Infantry “Ganarul” Brigade of the Philippine Army, underscored the growing effectiveness of the government’s peacebuilding initiatives in addressing violent conflicts through dialogue rather than retaliation.
Military officials said the operation not only prevented further bloodshed but also reinforced the rule of law through the collective efforts of the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), local government units, traditional leaders, and community stakeholders.
Fatal Shooting Prompted Immediate Peace Intervention
According to Lt. Col. Dante Mantes, Commanding Officer of the 101st Infantry “Sajahitra” Battalion, the peace intervention was launched following a fatal shooting incident that occurred on July 19, 2026, in Barangay Tandu Bato, Luuk, Sulu.
Authorities said the shooting stemmed from a domestic dispute, raising concerns that the incident could ignite a retaliatory cycle of violence between the families involved—a scenario commonly associated with rido in some parts of Mindanao.
Recognizing the potential for escalation, troops from the Alpha Company, 101st Infantry Battalion, under the leadership of 1st Lt. Clent Mark C. Gaitera, immediately coordinated with the Luuk Municipal Police Station, barangay officials, local government leaders, and respected community elders to open dialogue with both parties.
The objective was clear: de-escalate tensions, prevent revenge attacks, and convince the suspect to peacefully surrender.
“Our immediate priority was to prevent the incident from developing into another cycle of rido. Through the trust established by the RFGFPCC Campaign and the support of the Luuk Municipal Police Station, local government officials, and the families involved, we encouraged the suspect to surrender peacefully and allow the justice system to take its course,” Lt. Col. Mantes said.
Suspect Surrenders, Loose Firearms Voluntarily Turned Over
The peace negotiations proved successful.
On July 20, 2026, the shooting suspect voluntarily surrendered before authorities in the presence of representatives from the PNP, local government officials, barangay leaders, and members of his own family.
During the surrender, the suspect also voluntarily turned over several firearms and ammunition, including:
- One M16 rifle
- One caliber .45 pistol
- Several magazines
- Assorted ammunition
The surrendered individual has been placed under the custody of law enforcement authorities and will undergo the appropriate legal proceedings in accordance with Philippine laws.
Military officials emphasized that the voluntary surrender and turnover of firearms significantly reduced the risk of further violence while strengthening public safety in the community.
Peace Campaign Prevents Another Cycle of Violence
Brig. Gen. Alaric Avelino P. Delos Santos, Commander of the 1102nd Infantry “Ganarul” Brigade, described the incident as another concrete example of how the RFGFPCC Campaign continues to transform potential conflict hotspots into opportunities for peaceful conflict resolution.
Rather than allowing the incident to trigger retaliation between families, authorities were able to channel the dispute toward legal processes through trust-building and community engagement.
“This accomplishment demonstrates that the RFGFPCC Campaign is making a meaningful difference in our communities. Through trust, dialogue, and strong collaboration among the AFP, PNP, local government units, traditional leaders, and community stakeholders, we prevented a potential rido and upheld the rule of law. Every peaceful surrender and every loose firearm voluntarily turned over strengthen our collective pursuit of a peaceful, secure, and progressive Sulu,” Brig. Gen. Delos Santos said.
Strengthening Lasting Peace in Sulu
The 1102nd Infantry Brigade reaffirmed its commitment to sustaining the Rido-Free, Gun-Free, and Peace-Centered Community Campaign in partnership with the Provincial Government of Sulu, the Philippine National Police, local government units, traditional leaders, and other peace advocates.
The military stressed that the campaign remains a key strategy in addressing long-standing clan conflicts by encouraging peaceful dialogue, promoting voluntary disarmament, and ensuring that disputes are settled through lawful and nonviolent means.
Officials said the latest peaceful resolution in Luuk reflects the continuing progress of Sulu’s peace and security efforts, demonstrating that collaboration among security forces, local leaders, and communities can successfully prevent violence, save lives, and preserve the province’s hard-earned gains toward lasting peace.
