Guindulungan, Maguindanao del Sur — The municipal government of Guindulungan has intensified the enforcement of its long-standing ban on cockfighting, gambling, and all forms of games of chance, in line with Municipal Ordinance No. 64, Series of 2018, passed on July 30, 2018.

Under the ordinance, the holding of and participation in sabong (cockfighting), gambling, and similar activities are strictly prohibited throughout the entire territory of the municipality. Local authorities said the move is part of a broader effort to uphold public order, protect moral values, and ensure compliance with Islamic principles observed by the majority of residents.

The regulation primarily targets Muslim residents, both men and women, who engage in or organize such activities. However, the ordinance provides a clear exemption for non-Muslims temporarily residing in Guindulungan due to work, allowing them to engage in such activities only within the confines of their camps or offices.

Violators will face escalating penalties. A ₱1,000 fine will be imposed for the first offense, followed by imprisonment of not less than one month for the second offense. Repeat offenders may face heavier penalties, including jail terms of up to six months.

Authorities emphasized that enforcement will follow proper legal procedures, but noted that imprisonment may be converted into fines for immediate release, in accordance with existing policies.

The ordinance also underscores that gambling and cockfighting are contrary to Islamic beliefs, while at the same time respecting the constitutional principle of religious freedom.

Local officials said the renewed crackdown is aimed at strengthening discipline, reducing social problems linked to gambling, and preserving the cultural and religious values of the community.

“We are serious about implementing this ordinance. This is about protecting our people and upholding our moral foundations,” a municipal official said.

The public has been urged to cooperate with authorities and report violations to ensure the effective implementation of the ban.
