DAVAO REGION, Philippines — April 22, 2026 — Authorities arrested 20 Chinese nationals in a sweeping joint operation on Wednesday, April 22, uncovering what officials described as a suspected illegal mining network with possible security implications in parts of Mindanao.

The operation, carried out by the Bureau of Immigration (BI) Region XI in coordination with the 10th Infantry (Agila) Division, was conducted in Pantukan, Davao de Oro, and Tagum City, Davao del Norte.

Authorities said the arrests stemmed from the enforcement of Mission Orders 2026-151 and 2026-152 targeting foreign nationals suspected of violating Philippine immigration laws. The individuals were reportedly holding tourist visas but were found to have overstayed and engaged in activities beyond the scope of their permitted stay.

Illegal Mining Operations Exposed

What began as an immigration enforcement operation quickly escalated into a broader crackdown after operatives discovered what they believe to be an active illegal mining site.

Seized during the raid were mineral resources, heavy equipment, and explosives—materials typically associated with large-scale extraction activities. Officials noted that none of the arrested individuals were able to present valid permits or documentation authorizing mining operations in the area, raising serious concerns over unauthorized resource exploitation.

The case is now being linked to potential violations of the Philippine Mining Act of 1995, which governs the exploration and utilization of mineral resources in the country.

Alarming Discovery of Military-Linked Uniforms

Adding a more troubling dimension to the operation was the discovery of uniforms reportedly associated with the People’s Liberation Army (PLA), the armed forces of China.

While authorities have yet to confirm the origin or intended use of the uniforms, officials acknowledged that the find raises serious national security concerns and warrants deeper investigation.

“This is no longer just about immigration violations. The presence of explosives and military-type uniforms compels us to look into possible broader implications,” an official involved in the operation said, requesting anonymity pending a full investigation.

The 20 foreign nationals are currently under government custody and are expected to face charges under the Philippine Immigration Act of 1940 for overstaying and misrepresentation.

Additional charges are being prepared for alleged violations of mining and explosives regulations.
