MALAYBALAY CITY, Bukidnon — A married couple identified as high-ranking officials of the New People’s Army (NPA) has surrendered to government forces in Bukidnon, marking a significant breakthrough in the military’s counter-insurgency campaign in Northern Mindanao.


The couple, known by their aliases “Richard/Makong” and “Ensi/NC,” formally surrendered on February 3, 2026, and were presented to the media on February 4 at Camp Osito Bahian, headquarters of the 403rd Infantry “Peacemaker” Brigade in Impalambong, Barangay 10, Malaybalay City.
Military officials identified Makong as the former Finance Officer of the SRC 1 under the North Central Mindanao Regional Committee (NCMRC), while Ensi served as Finance and Supply Officer of the same unit.
According to Brig. Gen. Siegfred Tubalado, commander of the 403rd Brigade, the surrender was the result of sustained military operations and intensified community engagements in insurgency-affected areas.
“They decided to come down from the mountains as early as January 5 this year due to hunger, exhaustion, and growing disillusionment with the armed struggle,” Tubalado said.
Records show that the couple had been active in the communist movement for more than three decades, operating mainly in the mountainous areas of Impasug-ong, Malitbog, and Manolo Fortich.
During their surrender, the former rebels turned over at least seven high-powered firearms, including rifles, live ammunition, and a Rocket Propelled Grenade (RPG) launcher with a defaced serial number. Another individual, identified as alias “Pax,” also surrendered separately and handed over two firearms.
The couple is currently under the custody of the 8th Infantry (Dependable) Battalion of the Philippine Army while authorities process their documents for inclusion in government reintegration and livelihood programs.
Governor Rogelio Neil Oñel Roque, who attended the presentation and press conference, underscored the vital role of media in promoting peace efforts.
“The media plays a crucial role in spreading accurate information about the success of reintegration programs. This gives assurance to those still in the mountains that they have a secure future if they choose peace,” Roque said.
Military records revealed that Makong was recruited into the NPA in October 1990 at the age of 14, while Ensi joined in October 1995 when she was 19.
In their statement, the couple admitted that they decided to surrender after realizing the futility of armed conflict, citing physical exhaustion and concern for the safety and future of their children.
Major General Michele B. Anayron Jr., commander of the 4th Infantry Division, said the surrender reflects the weakening presence of insurgent groups in Bukidnon.
“We are determined to end insurgency in the province by March 2026 through focused military operations and strengthened partnerships with local communities,” Anayron said.
Authorities expressed hope that the couple’s decision would encourage other armed rebels to lay down their weapons and return to peaceful civilian life, reinforcing the government’s ongoing push for lasting peace and development in Mindanao.
