ZAMBOANGA CITY, Philippines — As one of his final official acts, outgoing Mayor John Dalipe signed 13 key city ordinances on Thursday afternoon, June 19, during a ceremonial signing held at the City Hall conference room. The ordinances are seen as part of the mayor’s legacy, aimed at strengthening social protection, enhancing public health services, and improving infrastructure in the city.

In his message, Mayor Dalipe emphasized the importance of completing policy initiatives that would leave a lasting foundation for the incoming administration. “These ordinances address long-standing needs and reflect our commitment to responsive and inclusive governance,” he said, expressing hope that the new measures will benefit generations of Zamboangueños to come.

Key Infrastructure and Social Welfare Measures

Among the most significant ordinances are Ordinances 758, 759, and 760, which authorize the city government to exercise the power of eminent domain to acquire private lands and structures in Barangays Tugbungan, Quiniput, and Tetuan. These areas will be developed for vital infrastructure projects, including flood control systems along Tumaga River and the construction of the Bunguiao-Quiniput bypass road.

Social protection also remains at the forefront of the outgoing mayor’s agenda. Ordinance 761 amends existing legislation to expand financial assistance for qualified senior citizens, while Ordinance 762 enhances the benefits provided to persons with disabilities (PWDs). Ordinance 763 strengthens programs and privileges for solo parents and their children.

To ensure better access to essential services, the mayor also signed Ordinance 769, which improves the provision of medical and financial assistance for indigent patients confined in private hospitals or undergoing specialized treatment. Ordinance 768, on the other hand, updates the city’s burial assistance program for indigents.

Management of Public Facilities

Several ordinances focused on the operation and regulation of public facilities. Ordinance 765 establishes and regulates the use of the Sangali Public Market, while Ordinance 766 outlines updated guidelines for the use of the Jardin Maria Clara Lobregat complex.

Likewise, Ordinance 767 revises the rules governing Plaza del Pilar, including rental fees, operational policies, and penalties for violations. Ordinance 771 amends the rules and regulations for the use of city-owned farm tractors, ensuring that farmers can access equipment with clear guidelines and affordable fees.

Health and Community Initiatives

Public health also saw a boost with the passage of Ordinance 770, which updates the city’s HIV, AIDS, and STIs prevention, treatment, care, and support ordinance. This aims to reinforce the city’s response to health concerns with more comprehensive and inclusive policies.

A Legacy of Inclusive Governance

The ceremonial signing was witnessed by Vice Mayor Josephine “Pinpin” Pareja, Councilors Vino Guingona, Al-Jihan Edding, Aida Paniorotan, Jerome Santos, and VP Elago, along with Liga ng Mga Barangay President Jordan Evangelista, SK Federation National President Carol Julianne “CJ” Dalipe, and City Social Welfare and Development Officer Socorro Rojas.

Mayor Dalipe thanked the city council and local leaders for their support throughout his term, stating that these ordinances represent the administration’s collective effort to build a better Zamboanga.

As the city prepares for a new administration, these legislative accomplishments will serve as a cornerstone for future development and inclusive growth.
