The Institute for Global Education Exchange and Internship (IGEEI) has unveiled the results of its latest Youth Satisfaction and Trust Ratings Survey, identifying the top-performing governors in Mindanao based on governance, leadership, and public service initiatives. The findings provide insights into youth perceptions of provincial leadership and highlight key areas of concern for young Mindanaoans. Notably, this survey does not include governors from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Zamboanga Sibugay Governor Leads Satisfaction Ratings
Zamboanga Sibugay Governor Ann K. Hofer emerged as the top-rated leader with an 87% satisfaction rating. She is recognized for her inclusive governance, youth-oriented programs, and investments in education and digital connectivity. Following closely is Sultan Kudarat Governor Datu Pax Ali S. Mangudadatu (86%), known for his strong focus on economic development and livelihood support.
Other high-ranking governors include:
- Misamis Oriental Governor Peter Unabia (84%) and Misamis Occidental Governor Henry Oaminal (83%), both praised for infrastructure improvements and public welfare efforts.
- South Cotabato Governor Reynaldo Tamayo (82%), noted for his proactive stance on youth participation and education reforms.
- Davao Oriental Governor Niño Uy (80%), who has gained recognition for environmental sustainability and disaster resilience programs.
- Davao Occidental Governor Franklin Bautista (78%), Surigao del Norte Governor Robert Lyndon Barbers (75%), Lanao del Norte Governor Imelda Dimaporo (73%), and Bukidnon Governor Rogelio Neil Roque (71%), all commended for their initiatives in agriculture, peace and order, and local business development.
Youth Priorities in Governance
The survey, conducted between January 13 and 24, 2025, gathered responses from 10,000 young people aged 18 to 35 across Mindanao through online surveys. The results underscore the priorities that young people expect from their leaders:
- Economic Empowerment & Entrepreneurship (90%) – Youth demand job creation initiatives, financial literacy programs, and business incubation centers to support startups, freelancers, and local enterprises.
- Education & Career Readiness (88%) – A strong call for scholarships, technical-vocational education, and digital skills training.
- Public Health & Mental Wellness (85%) – Emphasis on accessible healthcare, mental health awareness campaigns, and youth wellness initiatives.
- Connectivity & Digital Access (83%) – The need for better internet access, especially in rural areas, to support online learning and remote work.
- Community Safety & Peacebuilding (81%) – Focus on crime prevention, drug rehabilitation programs, and interfaith peace efforts.
- Environmental Protection & Climate Action (79%) – Calls for stronger policies on reforestation, sustainable farming, marine conservation, and waste reduction.
- Youth Engagement & Governance Transparency (77%) – A preference for leaders who actively consult and involve the youth in policymaking.
- Infrastructure & Transportation (75%) – The need for improved road networks, public transport systems, and flood control projects.
- Tourism & Cultural Heritage (74%) – Advocacy for responsible tourism while preserving local traditions and Indigenous communities.
- Support for Agriculture & Fisheries (72%) – Strengthening agribusiness, modern farming techniques, and support for fisherfolk.
The IGEEI survey underscores the increasing role of Mindanaoan youth in shaping governance. Their priorities reflect a need for leaders who champion innovation, inclusivity, and long-term development. By showcasing top-performing governors and youth-driven concerns, the survey promotes accountability, transparency, and a governance model that genuinely addresses the needs of the next generation.
