Political tensions are rising in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) following the appointment of Abdulraof Macacua as Interim Chief Minister by President Ferdinand Marcos Jr. The decision has created visible divisions within the Moro Islamic Liberation Front (MILF), the primary force behind the region’s autonomy.
MILF Chairman Ahod “Kagi Murad” Ebrahim’s absence from Macacua’s assumption ceremony, along with the silence from key leaders such as MILF chief negotiator and Education Minister Mohaqher Iqbal, has fueled speculation regarding internal discord. Iqbal has acknowledged that there are “hard feelings” within the MILF ranks, though he insists that these are natural reactions to political transitions.
Macacua, however, has downplayed the tensions, asserting that despite the disagreements, the MILF leadership remains bound by decades of shared struggle. He emphasized that reconciliation is possible and expressed confidence that the leadership will resolve internal disputes.
Nevertheless, opposition to Macacua’s appointment has emerged from within the MILF’s military wing, the Bangsamoro Islamic Armed Forces (BIAF). A significant number of BIAF commanders have publicly opposed the decision, reaffirming their loyalty to Chairman Ebrahim. Their rejection of Macacua’s leadership highlights concerns over the legitimacy of the appointment and its alignment with the Bangsamoro Organic Law and the Comprehensive Agreement on the Bangsamoro.
Beyond internal conflicts, broader governance issues have also surfaced. The MILF has questioned the selection process for the Bangsamoro Transition Authority (BTA), citing concerns over the appointment of only 35 out of 41 endorsed members. Such concerns suggest a growing frustration with how the peace agreement’s political framework is being implemented.
Despite the turmoil, Macacua has moved quickly to consolidate his position, issuing his first administrative order—a special ameliorative measure providing a one-time allowance of P10,000 to BARMM employees, including job order workers. This move, announced during his initial press conference, signals his intent to gain support from the Bangsamoro government’s workforce.
The unfolding situation in BARMM serves as a critical test of leadership and unity within the MILF. As the region continues its transition to full autonomy, the ability of its leaders to navigate political disputes and maintain cohesion will be instrumental in ensuring that the aspirations of the Bangsamoro people remain on course. Whether reconciliation is achieved or the divisions deepen will shape the future of the region’s governance and peace process.
