Isabela City, Basilan – March 20, 2025 – The 101st Infantry (Three Red Arrows) Brigade, under the leadership of Brigadier General Alvin V. Luzon, reaffirmed its commitment to peace and stability by supporting the launch of the Peace and Development Buong Bansa Mapayapa (PDBBM) program of the Department of Social Welfare and Development (DSWD). The event, spearheaded by Dr. Ma. Socorro S. Macaso, Assistant Regional Director for Operations of DSWD Field Office IX, took place at the Sangguniang Panlalawigan Hall, Provincial Capitol, Isabela City, Basilan. Representing the Provincial Local Government of Basilan was Mr. Manny Muarip, Provincial Administrative Officer.
The PDBBM initiative is a government-driven effort designed to implement social welfare and development interventions for poor, vulnerable, and disadvantaged Filipinos. The program is guided by principles of inclusive growth, sustainable development, and social justice, aiming to address the root causes of conflict through collaboration among various sectors and stakeholders. It highlights the essential connection between peace and development, advocating for a whole-of-government approach in reducing poverty, strengthening social cohesion, and building resilient communities, especially in conflict-affected areas.
Brigadier General Luzon emphasized the crucial role of the Armed Forces of the Philippines (AFP) in ensuring the program’s success. He reiterated the AFP’s full support and commitment to working alongside stakeholders to maintain peace and stability in Basilan. “We confirm that the Island Province of Basilan is now ASG-free, thanks to our collective efforts. However, the bigger challenge is ensuring that Former Violent Extremists (FVEs) remain on the path of peace and reintegration, preventing a return to radicalism. Sustaining programs focused on social healing and community reintegration is vital, much like the transformation and normalization efforts for the MILF and MNLF,” he stated.
The event gathered key stakeholders, including local government units (LGUs), government agencies, the Basilan Police Provincial Office, non-government organizations (NGOs), and representatives from various sectors. Their participation reflects a shared commitment to strengthening social cohesion, fostering sustainable peace, and empowering communities affected by conflict.
The 101st Infantry Brigade’s involvement in the PDBBM program marks a significant step in the Philippines’ ongoing peacebuilding efforts. By focusing on community empowerment, social welfare, and sustainable peace, the initiative seeks to create an environment where individuals—particularly those impacted by armed conflict—can rebuild their lives and contribute to a peaceful, progressive society.
