ZAMBOANGA CITY — Amid rising concerns over substance abuse, the Sangguniang Panglungsod has passed a resolution urging the Philippine Drug Enforcement Agency (PDEA) IX and the Zamboanga City Police Office (ZCPO) to strictly enforce Presidential Decree No. 1619, which penalizes the unauthorized sale and use of volatile substances, particularly among minors.
Adopted during the regular session on Monday, January 13, 2025, presided over by Vice Mayor Josephine “Pinpin” Pareja, SP Resolution No. 80 strengthens efforts to curb the abuse of substances such as rugby, solvent, and other inhalants. These substances, commonly abused by minors, can cause intoxication, hallucinations, and severe mental or physical impairments.
The resolution also reinforces compliance with Republic Act No. 9344 (Juvenile Justice System and Welfare Act of 2006) and Republic Act No. 9165 (Comprehensive Dangerous Drugs Act of 2002), emphasizing the protection of minors and stricter monitoring of business establishments suspected of selling prohibited substances.
Under the administration of Mayor John Dalipe, the City Government of Zamboanga is expected to coordinate with local authorities to enhance surveillance and crack down on the illegal sale of these substances, particularly in areas where minors are known to engage in substance abuse.
Business establishments found violating the law may face penalties as outlined in existing drug and child protection laws, serving as a stern warning against the unauthorized sale of volatile substances.
This initiative is part of the city’s ongoing efforts to combat substance abuse and ensure a safer environment for its residents, particularly the younger population. Authorities urge the community to remain vigilant and report any illegal activities related to substance abuse to help safeguard the well-being of Zamboanga’s youth.
