In a historic visit underscoring international interest in fostering peace and development, German Ambassador Andres Michael Pfaffernoschke and French Ambassador Marie Fontanel arrived in Tawi-Tawi on Monday. Accompanied by Presidential Peace Adviser Carlito G. Galvez, Jr., the diplomats were warmly received by the provincial government, led by Governor Yshmael Sali.

A Vision for Progress
“We are here to learn…and admire the wonderful natural resources of Tawi-Tawi,” said Ambassador Pfaffernoschke, expressing Germany’s interest in the region’s potential, particularly in its burgeoning tourism industry. His sentiment was echoed by Ambassador Fontanel, who highlighted the European Union’s longstanding support for the Bangsamoro peace process, from negotiations to implementation.
Tawi-Tawi, often referred to as the seaweed capital of the Philippines, holds immense potential for both peace-building and economic development. Member of Parliament Jet Lim emphasized that the province’s recently developed master development plan centers on the shipping and tourism industries. However, he also pointed out the challenges posed by limited access to potable water and electricity, which stem from the province’s dispersed geography of 307 islands and islets across 11 municipalities.
Partnerships for Growth
To tackle these hurdles, local officials stressed the importance of partnerships and technical expertise. “We need the technical know-how to fully develop our province,” Lim said, hinting at opportunities for international collaboration in addressing infrastructure and energy concerns.
The visit also featured the signing of a Memorandum of Agreement (MOA) between the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) and the provincial government of Tawi-Tawi. The agreement focuses on localizing the implementation of normalization initiatives, a critical step in sustaining peace and fostering progress in the region.

The presence of German and French diplomats signals growing international recognition of Tawi-Tawi’s strategic importance and unique potential. The province, with its rich natural resources and cultural heritage, is poised to become a model for sustainable development and peace-building in Mindanao.
