In a recent public hearing led by the Senate Committee on Local Government, Maguindanao del Norte Governor Abdulraof Macacua voiced his strong support for the proposal to postpone the parliamentary elections in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). This proposal, spearheaded by Senate President Chiz Escudero, aims to ensure the region’s readiness for its first autonomous election cycle.
Governor Macacua clarified that he would not personally benefit from a postponed election. He emphasized, “If ever na ma-postpone ang election na ‘to, I am not a beneficiary at all,” addressing any possible speculation about his intentions. As a sitting official, Macacua stressed that his endorsement of the delay is rooted in legal considerations and the need for adequate preparation to ensure a smooth and successful electoral process.
His position paper laid out several critical reasons for the proposed postponement. Macacua highlighted the lack of public awareness about the parliamentary electoral structure in BARMM. He noted that extending the election timeline could benefit not only the voters but the entire region. “I believe the postponement is necessary and in the best interest of the region and its people. I stand with Senate President Chiz Escudero in advocating for the delay,” he stated.
Further, Macacua argued that a delay would allow government agencies, regional officials, and other stakeholders sufficient time to educate voters on election procedures and address administrative needs. By doing so, the BARMM election’s credibility and success could be better ensured. He also pointed out that holding the BARMM election concurrently with the national and local elections could lead to divided attention, potentially decreasing voter engagement in the parliamentary elections.
The proposal is currently under discussion in both the Senate and the House of Representatives. Should it proceed, it could reshape the electoral landscape in BARMM, reinforcing a well-prepared democratic foundation for the region’s future.
