Davao City Strengthens Passenger Protection with “Complaint Stub” and Reporting Guidelines

Davao City, Philippines — To address concerns regarding taxi services, the Davao City government has launched a new initiative to ensure passenger safety and fair practices at the Davao International Airport (DIA). Starting immediately, passengers boarding taxis at the airport will be issued a “Complaint Stub” to help combat illegal activities, such as fare contracting, overcharging, and refusal of service.

Guidelines for Taxi Passengers

  1. Issuance of Complaint Stub: Passengers will receive a complaint stub from airport personnel upon boarding a taxi.
  2. Stub Verification: Airport staff at the exit will confirm that passengers have been issued a stub.
  3. Reporting Incidents: Passengers are urged to report any driver violations, including fare negotiation, refusal to render service, or abusive behavior.

To further ensure passenger rights, the city government reminds everyone that “Mangontrata o Pakyaw sa Taxi” (fare contracting or pre-arranged pricing) is prohibited, and drivers must use the taxi meter.

Passengers are encouraged to document violations by taking a photo of the taxi’s Public Utility Vehicle (PUV) ID, plate number, or taxi number and report the incident through the following contact details:
