DAVAO CITY — For thousands of overseas Filipino workers (OFWs), every departure from home is marked by a mix of hope, sacrifice, and uncertainty. At the Davao International Airport, a newly opened facility now seeks to make those emotional farewells a little easier.
The Kapihan sa Tahanan, inaugurated on July 24, is more than just a lounge serving coffee. It represents the government’s effort to recognize the sacrifices of Filipino migrant workers by providing them with a welcoming space where they can rest, access services, and feel valued before embarking on their overseas employment.
The facility was established through a partnership among the Department of Migrant Workers (DMW), the Civil Aviation Authority of the Philippines (CAAP), and the Overseas Workers Welfare Administration (OWWA), with the full support of the Mindanao Development Authority (MinDA).
Leading the inauguration was MinDA Secretary Leo Tereso A. Magno, who described the project as a meaningful symbol of the nation’s gratitude to its modern-day heroes.
“Our modern-day heroes deserve spaces that ease their journey and affirm their importance. This facility ensures that before they board their flights, they are seen, valued, and supported,” Magno said during his welcome remarks.
For decades, OFWs have remained among the country’s strongest economic pillars, sending billions of pesos in remittances that sustain millions of Filipino families and significantly contribute to the national economy. Yet beyond their economic contribution lies a more personal story—one of parents leaving children behind, spouses enduring years of separation, and workers embracing uncertainty in pursuit of better opportunities.
The Kapihan sa Tahanan acknowledges those realities by offering more than physical comfort. It creates a space that reminds departing workers that their sacrifices are recognized by the government and the nation they serve.
Secretary Magno emphasized that the initiative reflects President Ferdinand R. Marcos Jr.’s directive for a whole-of-government approach in serving migrant workers, ensuring that government agencies work together to make services more accessible, humane, and responsive.
“This project reflects the Marcos administration’s commitment to bring government services closer to the people, ensuring that OFWs feel the government’s presence at every stage of their journey,” Magno said.
The facility also symbolizes increasing inter-agency cooperation in improving the travel experience of migrant workers.
Department of Migrant Workers Secretary Hans Leo Cacdac said the partnership between DMW and CAAP demonstrates a shared commitment to protecting the welfare of OFWs from the moment they arrive at the airport until they leave Philippine soil.
“As DMW and CAAP deepen their collaboration, the initiative stands as a testament to the government’s shared commitment to ensuring that every OFW passing through our airports is given the care, dignity, and recognition they deserve,” Cacdac said.
The inauguration featured the ceremonial signing of a Memorandum of Agreement between the DMW and CAAP, formally institutionalizing the partnership behind the project. The ceremony was followed by a ribbon-cutting and a blessing officiated by Rev. Fr. Soren H. Abellanosa of the Archdiocese of Davao.
Among the government officials who attended the event were Department of Transportation Acting Secretary Atty. Giovanni Z. Lopez, CAAP Director General Lt. Gen. Raul L. Del Rosario, AFP (Ret.), DMW Undersecretary Dominique Rubia-Tutay, and OWWA Deputy Administrator for Policy Development and Strategic Partnership Ryan Vincent Uy.
Beyond providing refreshments and a comfortable waiting area, the Kapihan sa Tahanan reflects a broader shift in how public service is delivered—placing greater emphasis on the emotional well-being and dignity of migrant workers alongside administrative assistance.
For Mindanao, where thousands of residents leave annually to work overseas in search of better livelihoods, the facility carries added significance. It offers departing workers a final reminder that they are not merely passengers leaving an airport, but individuals whose sacrifices continue to uplift families, strengthen communities, and drive national development.
The initiative also aligns with President Marcos Jr.’s vision of a Bagong Pilipinas while supporting MinDA’s mission of Building a Better Mindanao—one that recognizes the invaluable contributions of overseas Filipino workers and reinforces the government’s commitment to stand beside them throughout every step of their journey.
