Analyst Highlights High Stakes in Synchronizing BARMM Elections with National Polls

A political analyst has expressed strong confidence in President Ferdinand R. Marcos Jr.’s administration to ensure the successful synchronization of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliament and general elections with the 2025 national polls.

During a news forum in Quezon City on Saturday, Professor Richard Heydarian emphasized the critical importance of addressing the Bangsamoro issue, citing its implications for national security and stability as the country confronts growing external challenges.

“President Marcos Jr. understands the strategic importance of resolving the BARMM issue effectively,” Heydarian said. “Mindanao is our soft underbelly. If instability resurfaces there, how can we focus on Taiwan or the West Philippine Sea?”

Heydarian underscored that while perfection in addressing the BARMM issue is unattainable, significant progress is imperative. “Even a six out of ten solution is acceptable, considering the complexities of transitioning from rebel leadership to government officials and the unavoidable influence of political dynasties,” he said.

Synchronizing Elections: A Critical Step

Heydarian warned against delaying the BARMM elections beyond 2025, suggesting that any significant postponement might undermine the confidence of Mindanao stakeholders in the peace process. He acknowledged, however, that a slight adjustment to 2026 might be acceptable, but delaying until 2027 could risk sending the wrong message.

The analyst highlighted the administration’s perceived capability to navigate these challenges. “There is high confidence in the Marcos administration’s strength and political will to synchronize the BARMM elections with the 2025 national polls,” Heydarian remarked.

The Bangsamoro Organic Law and Its Implications

Heydarian’s remarks came shortly after President Marcos Jr. acknowledged the Supreme Court’s decision upholding the constitutionality of the Bangsamoro Organic Law (BOL), with the notable exception of excluding Sulu from the BARMM. In an interview on Friday, Marcos noted that the government is carefully deliberating its next steps in light of the ruling.

The BOL, a cornerstone of the 2014 peace agreement between the government and the Moro Islamic Liberation Front (MILF), establishes the BARMM and outlines the framework for self-governance in the region. Its implementation is seen as a pivotal moment in resolving decades of conflict and fostering long-term stability in Mindanao.
