DAVAO DEL NORTE, Philippines — Authorities intercepted an estimated PHP22.5 million worth of smuggled cigarettes and arrested eight individuals during a joint maritime law enforcement operation off the coast of Carmen, Davao del Norte, underscoring the government’s intensified campaign against economic crimes and illicit trade.

The operation, conducted on June 4, 2026, was led by the Joint Task Force Sinaya and the Criminal Investigation and Detection Group (CIDG) Mati, Davao Oriental, resulting in the apprehension of the motor vessel M/V Nur Aira and its five crew members in the coastal waters of Lapas, Carmen.

Law enforcement personnel discovered approximately 900 master cases of alleged smuggled cigarettes onboard the vessel. The shipment consisted of various brands, including Greenhill, Bosqu, Walton, and Cannon cigarettes, with an estimated street value of PHP22.5 million.

Authorities said the operation was carried out following intelligence monitoring of suspected cross-regional smuggling routes being used to transport untaxed tobacco products into local markets.

Organized Smuggling Network Uncovered

Further investigation and follow-up operations led to the arrest of three additional individuals believed to be part of the receiving party awaiting the contraband shipment on land.

The suspects were apprehended aboard two Nissan Navara pickup trucks, one Isuzu Travis L300 van, and two container vans believed to have been intended for transporting the illicit goods to various destinations.

Authorities said the seizure highlighted the organized nature of the smuggling operation, involving both maritime and land-based logistics networks.

During the operation, law enforcement officers also confiscated several firearms and ammunition allegedly found in the possession of the arrested individuals.

Among the recovered weapons were a 5.56-caliber CMMG Banshee AK57 rifle with two magazines and a 9mm Glock pistol with two magazines. Authorities also seized 128 rounds of 9mm live ammunition and 60 rounds of 5.56mm ammunition.

The discovery of firearms alongside the smuggled goods raised additional security concerns and is expected to be included in the ongoing investigation.

Cases Being Prepared

Following the operation, the seized vessel, vehicles, firearms, smuggled cigarettes, and all eight arrested individuals were placed under the custody of CIDG Mati for documentation, investigation, and the filing of appropriate criminal charges.

Authorities noted that the confiscated cigarette shipment allegedly lacked the necessary customs documentation and required tax markings, indicating possible violations of customs and tax laws. Officials said such illegal shipments deprive the government of significant revenues while creating unfair competition against legitimate businesses.

PNP Intensifies Anti-Smuggling Campaign

The operation forms part of the Philippine National Police’s broader strategy to combat economic crimes under its Enhanced Managing Police Operations program, a key component of the organization’s focused agenda.

Law enforcement agencies have intensified coordinated maritime and land-based interdiction efforts in support of the administration’s campaign to curb smuggling and strengthen border security across the country.

PNP Chief, Jose Melencio C. Nartatez Jr., commended the operating units for the successful operation and emphasized the importance of dismantling illegal trade networks that undermine the country’s economy.

“This operation reflects our continuing commitment to protect the country’s economic stability. We are strengthening our intelligence and enforcement capabilities to ensure that illegal trade networks are disrupted at every level. Tuloy-tuloy po ang ating trabaho para masigurong ligtas at maayos ang ating ekonomiya,” Nartatez said.

Police officials stressed that the campaign extends beyond arrests and seizures and focuses on disrupting entire smuggling networks that exploit the country’s extensive maritime routes to move illicit goods.

Strengthening Maritime Security

Joint Task Force Sinaya said the successful interdiction demonstrates its continuing commitment to safeguarding maritime borders and preventing illegal activities within its area of responsibility.

Authorities assured the public that intelligence-driven operations against smuggling syndicates will continue nationwide as part of the government’s sustained effort to protect legitimate trade, secure borders, and uphold economic order.

The PNP likewise reiterated its commitment to its vision of a “Bagong PNP para sa Bagong Pilipinas: Serbisyong Mabilis, Tapat, at Nararamdaman,” emphasizing a more proactive and responsive police force in addressing threats to both public safety and economic stability.

The investigation remains ongoing as authorities work to identify other individuals and groups potentially linked to the smuggling operation.
