Bagumbayan, Sultan Kudarat – April 10, 2025 — A total of eight (8) Chinese nationals and one (1) Hong Kong national were apprehended during a Joint Law Enforcement Support Operation (LESO) at a mining site in Sitio Mangas, Barangay Chua, Bagumbayan, Sultan Kudarat.

The foreign nationals were caught working without proper documentation at Helen Grace S. Camsa Precious Metal Mining Company and were found in violation of Section 37(a)(7) of the Philippine Immigration Act, which prohibits working without a proper work visa or permit. They were also charged under Section 45(F) for misrepresentation.

The operation was conducted pursuant to a mission order issued by Bureau of Immigration Commissioner Joel Anthony M. Viado on April 7, 2025. It was jointly led by the Bureau of Immigration – Regional Intelligence and Operations Unit XI (BI-RIOU XI) under IOIV Melody Penelope B. Gonzales, the 7th Infantry (TAPAT) Battalion under LTC Tristan Rey P. Vallescas, AFP intelligence units, and the Bagumbayan Municipal Police Station.

Authorities reported that the individuals were found illegally working in the construction of a mining processing plant without securing the required work permits.

LTC Vallescas emphasized the military’s support for operations that ensure compliance with national laws. “Our unit stands ready to assist in operations that uphold the sovereignty of our nation and protect our communities from unlawful practices,” he said. “The success of this LESO is a reflection of seamless coordination that underscores the importance of unity in addressing complex security challenges.”

BGEN Michael A. Santos PA, Commander of the 603rd Infantry (Persuader) Brigade, also commended the operation. “This operation is a testament to the strength of inter-agency cooperation in upholding the rule of law,” he stated. “We will continue to support lawful efforts to ensure that foreign nationals comply with the country’s legal requirements, especially when engaging in labor and commercial activities.”

He also highlighted the need for continued vigilance against illegal employment practices that may undermine national security and exploit local resources.

The apprehended individuals were transported to the BI-RIOU XI office in Davao City for documentation and further processing.
