In its continued efforts to maintain a drug-free workplace, the provincial government of Davao Oriental has reinforced its campaign against illegal drugs through the implementation of the Drug-Free Workplace Policy. The initiative was officially launched on March 3, 2025, at the Capitol Hills Gymnasium in Mati City.
As part of this policy, over 2,700 employees from various departments and offices of the provincial government—including district hospitals, tourism eco-parks, and other agencies—underwent mandatory drug testing. This measure underscores the government’s strong commitment to ensuring a safe and drug-free working environment.
Beyond drug testing, the campaign also includes educational initiatives that highlight the harmful effects of illegal substances, the risks of addiction, and effective prevention strategies. By raising awareness, the program aims to cultivate a culture of responsibility and vigilance against drug use.
To ensure the strict implementation of the Drug-Free Workplace Policy, Mr. Miguelito Trocio of the Provincial Human Resource Development Management Office (PHRDMO) emphasized the rigorous monitoring of drug testing procedures. He reiterated the province’s dedication to upholding public service integrity, requiring all government offices to adhere to the highest standards of professionalism and accountability.
According to Provincial Anti-Drug Abuse Council (PADAC) Action Officer Afif Ambor, Job Order employees who test positive for illegal substances will be required to undergo rehabilitation or face immediate contract termination. Meanwhile, regular employees will be subject to administrative cases.
Strong Support for a Drug-Free Davao Oriental
One of the key proponents of this initiative is Governor Niño Uy, who has long advocated for a drug-free Davao Oriental. His strong commitment is evident in Executive Order (EO) No. 1, Series of 2004, which mandates the enforcement and promotion of drug-free workplace policies across all provincial government departments and agencies. A key provision of this EO is the annual mandatory and surprise drug testing for all elected and appointed government officials.
By setting high standards for government employees, Governor Uy aims to lead by example, emphasizing that accountability begins with leadership. Through this initiative, the province seeks to strengthen integrity while fostering collective action toward a drug-free community.
