General Santos City, Philippines – A man was arrested yesterday at the parking area of Camp Fermin G. Lira Jr., Barangay Dadiangas West, for wearing a Philippine National Police (PNP) bush coat uniform or GOA Type A without proper authorization.

The suspect, identified only as “Ed,” is a former participant in the Mr. & Ms. Tourism Gensan 2019 pageant. He was apprehended by police officers after failing to present a valid PNP identification card when questioned.

During the investigation, Ed admitted that he had purchased the uniform and its insignia online. He now faces charges for violating Article 177 (Usurpation of Authority or Official Functions) and Article 179 (Illegal Use of Uniforms or Insignia) of the Revised Penal Code of the Philippines.

  1. Article 177 – Usurpation of Authority or Official Functions
    This law penalizes individuals who falsely represent themselves as officers or agents of any authority or who perform acts pertaining to an official position without being lawfully entitled to do so.
  2. Article 179 – Illegal Use of Uniforms or Insignia
    It prohibits civilians from using uniforms, insignias, or emblems reserved for government officials, law enforcement, or military personnel without authorization.

Additionally, Section 50 of Republic Act 8551 (PNP Reform and Reorganization Act of 1998) reinforces the prohibition against unauthorized use of PNP uniforms and insignia, highlighting that such acts undermine the integrity and professionalism of the police force.

The police have reiterated their warning to the public against the unauthorized use of PNP uniforms and other official insignia, as these are strictly reserved for law enforcement personnel. Authorities have also urged the public to report individuals or businesses selling such items online to curb potential misuse.

The suspect is currently detained and awaiting further legal proceedings.
