Zamboanga City, December 19, 2024 — The Sangguniang Panlungsod (SP) of Zamboanga City has clarified that while the amended fireworks ordinance allows consumer pyrotechnics, the prohibition on firecrackers remains firmly in place. This clarification comes in the wake of Ordinance 632, which introduces new guidelines for the sale and use of pyrotechnics and firecrackers.

“Only consumer pyrotechnics are allowed, such as luces and those typically used for fireworks displays. The following specific firecrackers are still prohibited: baby rockets, bawangs, small triangulo, El Diablo, watusi, Judas’ belts, and skyrockets. These are classified as firecrackers and not as consumer pyrotechnics. Therefore, the policy remains that these are prohibited,” explained City Secretary Atty. Kenneth Vincent Beldua during a press briefing at City Hall on Tuesday.

Atty. Beldua cited Section 2 of Ordinance 632, which explicitly states: “The City of Zamboanga hereby continues the policy of banning and prohibiting the use, sale, possession, distribution, storage, and manufacture of all forms of firecrackers in the City.”

The ordinance, enacted on November 28, 2023, under the leadership of Vice Mayor Josephine E. Pareja and approved by Mayor John Dalipe on December 11, 2023, reflects a cautious yet celebratory stance on fireworks.

Policy Highlights

The amended ordinance lifts the ban on consumer pyrotechnics for a limited period—from December 1 to January 6 of the following year—to allow residents to enjoy festive displays during the holiday season. However, strict conditions are in place:

  • The purchase of consumer pyrotechnics is exclusively for personal use.
  • Individuals are limited to a maximum purchase of P5,000 worth of pyrotechnics.
  • Violators face a fine of P5,000 per offense.

“Our honorable members believe that liberalizing the policy on consumer pyrotechnics for commercial fireworks displays will enhance the joy of the season while maintaining public safety,” Atty. Beldua noted.

Expanding Opportunities for Fireworks Displays

In addition to Ordinance 632, the SP has passed another ordinance expanding the scope of events and special occasions that no longer require the council’s permission for pyrotechnic displays. This move aims to streamline the process for hosting controlled fireworks events while ensuring public safety standards are upheld.

The new ordinance underscores the city government’s commitment to fostering a festive atmosphere during the holidays without compromising safety. Residents are reminded to adhere strictly to the regulations to avoid penalties and contribute to a safe and enjoyable celebration for all.
