ZAMBOANGA SIBUGAY — Two individuals were arrested after authorities seized an estimated ₱4.29 million worth of suspected smuggled cigarettes during a joint seaborne operation in the waters off Siay, Zamboanga Sibugay, on September 14, 2026.
The operation was carried out by the Zamboanga Sibugay Maritime Police Station (ZS MARPSTA) in coordination with the Regional Maritime Unit 9 and other law enforcement units as part of intensified efforts to intercept the movement of illicit tobacco products through the province’s coastal waters.
Authorities said their personnel spotted a motorized boat identified as “KAISIR” while conducting maritime operations in the area. The vessel was reportedly found carrying 80 master cases of assorted cigarettes.
The seized cigarette products allegedly had no Graphic Health Warnings (GHWs), prompting authorities to take enforcement action for a suspected violation of Section 4 of Republic Act No. 10643, or the Graphic Health Warnings Law.
The operation resulted in the arrest of two individuals who were reportedly found in connection with the shipment. Authorities estimated the total value of the confiscated cigarette products at approximately ₱4.29 million.
The seizure highlights the continuing use of maritime routes in the movement of tobacco products that may have bypassed required regulatory and tax controls. Coastal areas in western Mindanao have long been subject to monitoring by law enforcement agencies because of the region’s extensive maritime routes and proximity to international waters.
Following the operation, the arrested individuals and the confiscated cigarette shipment were brought to the ZS MARPSTA for documentation, investigation and appropriate disposition.
Authorities are also coordinating with the National Tobacco Administration (NTA) and the Bureau of Internal Revenue (BIR) to verify the seized products, determine their regulatory and tax status, and establish whether additional violations may have been committed.
The authorities have not yet released the identities of the two arrested individuals or further details regarding the ownership, origin and intended destination of the cigarette shipment.
The confiscation remains subject to further investigation and verification. The seizure and arrest do not by themselves constitute a final determination of criminal liability, which will depend on the findings of investigators and the appropriate legal proceedings.
