In a significant stride toward inclusivity, Zamboanga City was honored as one of the Local Government Units for Equality during the #LGUs4Equality Forum and Recognition Night at the PANTAY Summit 2024 in Quezon City. Organized by the Philippine Anti-Discrimination Alliance of Youth Leaders (PANTAY) Inc. in partnership with the Federal Foreign Office of Germany, the event celebrated local government units (LGUs) that champion LGBTQI (lesbian, gay, bisexual, transgender, queer, and intersex) inclusion and equality.

The five-day summit, held from November 25 to 29, highlighted the ongoing challenges and triumphs in the advocacy for the Sexual Orientation and Gender Identity and Expression (SOGIE) Equality Bill. This landmark legislation seeks to institutionalize anti-discrimination measures at both local and national levels.

Zamboanga City’s Road to Recognition

Zamboanga City’s commitment to fostering a culture of inclusivity and equality was spotlighted through its implementation of progressive policies and support for LGBTQI communities. The city’s delegation, led by City Gender and Development (GAD) Officer Wilfredo Aporongao and GAD focal person Liezel Tan from the City Planning and Development Office, joined forces with local LGBTQI champions, including Alvin Toni Gee Fernandez, Ivan Ladja, and Justin Solis Mejia from the Mujer-LGBT Organization. Together, they showcased how grassroots collaboration can lead to meaningful societal change.

Under the leadership of Mayor John Dalipe and council members Hon. Jihan Edding and Hon. Lilibeth Macrohon Nuño, Zamboanga City has emerged as a model for inclusive governance. Their efforts demonstrate how local governments can address the unique needs of marginalized communities while pushing for broader societal acceptance.

Building Capacity for Local Equality Campaigns

One of the summit’s key highlights was the workshop titled Crafting Local Equality Campaigns: Messages and Strategies for LGBTQI Inclusion at the Local Level. Designed to empower LGU representatives and LGBTQI organizations, the session focused on developing impactful equality campaigns tailored to local contexts. Participants also delved into the use of community monitoring toolkits and the creation of capstone projects, equipping them with actionable strategies to champion LGBTQI rights effectively.

Zamboanga City’s active involvement in this workshop underscores its dedication to shaping a future where inclusivity is a standard practice.

A Call to Action

While the recognition reflects Zamboanga City’s progress, it also serves as a call to action for sustained advocacy. The city’s efforts align with the broader goals of the LGUs for Equality project, which aims to ensure the effective implementation of anti-discrimination ordinances (ADOs) across the Philippines.

The push for the SOGIE Equality Bill remains a pivotal agenda. By institutionalizing anti-discrimination protections, the bill would provide a legal framework to safeguard LGBTQI rights nationwide. Zamboanga City’s achievements highlight the importance of local actions in shaping national policy, proving that inclusive governance begins at the community level.

PANTAY’s Role in the Movement

The Philippine Anti-Discrimination Alliance of Youth Leaders continues to play a transformative role in advancing equality. By forging partnerships with LGUs and creating platforms for dialogue and collaboration, PANTAY drives initiatives that uplift marginalized voices and promote systemic change.

Its partnership with the Federal Foreign Office of Germany for the LGUs for Equality project underscores the importance of international cooperation in addressing universal human rights issues.
