MAGSAYSAY, Misamis Oriental — Two members of the Communist Terrorist Group (CTG) listed in the government’s Non-Periodic Status Report (NPSR) voluntarily surrendered to authorities along with firearms and ammunition during a coordinated law enforcement and intelligence operation in Magsaysay, Misamis Oriental, on August 28, 2026.
The surrender was facilitated at around 4:00 p.m. at the 2nd MP-1001st Maneuver Company (MC), Regional Mobile Force Battalion 10 (RMFB 10), in Barangay Kibungsod, following a joint effort by police, intelligence and security units.
Authorities identified the surrenderers by their aliases as “Dumalag,” 33, married, and “Rhiane,” 24, single, both residents of Agusan del Norte. Police said the two were former members of Platoon Lennon, Guerrilla Front (GF) 4B, Sub-Regional Committee (SRC) 1, North Central Mindanao Regional Committee (NCMRC) and were included in the NPSR.
The operation was jointly undertaken by personnel of the 1001st MC, RMFB 10, intelligence operatives of RMFB 10, the 11th Special Action Company of the 1st Special Action Battalion, Special Action Force (SAF), Regional Intelligence Unit 10 (RIU 10), Directorate for Intelligence–Mindanao Area Police Intelligence Office (DI-MAPIO), National Intelligence Coordinating Agency 10 (NICA 10), Magsaysay Municipal Police Station (MPS), Provincial Intelligence Unit (PIU), and the 1st Provincial Mobile Force Company (PMFC) of the Misamis Oriental Police Provincial Office (MORPPO).
Firearms, ammunition turned over
As part of their surrender, the two former CTG members handed over two improvised shotguns and nine rounds of 12-gauge ammunition.
The surrendered firearms and ammunition were placed under the custody of the 1001st MC, RMFB 10 and are set to be turned over to the Regional Forensic Unit (RFU) for forensic examination.
The forensic examination is expected to form part of the authorities’ documentation and verification procedures concerning the surrendered weapons.
Following the surrender, “Dumalag” and “Rhiane” were placed under the custody of the 1001st MC at its location in Barangay Dampil, Langonglong, Misamis Oriental, where they will undergo custodial debriefing and individual profiling.
Authorities said the process will help establish their backgrounds, affiliations and circumstances surrounding their decision to leave the armed movement.
Part of government peace and reintegration efforts
The voluntary surrender is being regarded by authorities as another development in the government’s continuing efforts to encourage members of armed groups to abandon armed activities, surrender their weapons and return to civilian life.
The operation is also aligned with the focused agenda of the Chief, Philippine National Police (PNP) on strengthening internal security while supporting government programs aimed at convincing members of armed groups to give up the armed struggle and return to the folds of the law.
For the police, the surrender of individuals who remain connected to armed groups can contribute to reducing the presence of armed elements in communities and creating conditions more conducive to peace and security.
PBGen. Nestor C. Babagay Jr., Regional Director of the Police Regional Office 10 (PRO 10), welcomed the peaceful surrender and described it as a significant step toward achieving lasting peace and security in the region.
Babagay also appealed to remaining members of the armed movement to consider following the same path by laying down their weapons, abandoning armed activities and returning to the folds of the law.
He further encouraged them to take advantage of available government reintegration programs, which are intended to assist former members of armed groups in transitioning back to civilian life.
The surrender of “Dumalag” and “Rhiane,” together with the recovery of their firearms and ammunition, highlights the continuing coordination among police, intelligence and security agencies in pursuing internal security objectives while providing pathways for individuals who choose to disengage from armed groups and reintegrate into mainstream society.
