PAGADIAN CITY, Zamboanga del Sur, October 14, 2026 — The Philippine National Police Maritime Group seized an estimated ₱2.3 million worth of suspected smuggled cigarettes during a maritime operation off Barangay White Beach in Pagadian City, Zamboanga del Sur, resulting in the confiscation of 40 master cases of White Cannon Menthol cigarettes allegedly lacking the required graphic health warnings.

The operation was conducted by the Zamboanga del Sur Maritime Police Station (ZDS MARPSTA), in coordination with partner units, as part of efforts to curb the movement of potentially illegal tobacco products through coastal and maritime routes.
Authorities recovered 40 master cases of White Cannon Menthol cigarettes that reportedly did not carry the graphic health warnings required under Philippine law. The estimated value of the seized tobacco products reached ₱2.3 million, although authorities have coordinated with the National Tobacco Administration (NTA) to verify the actual valuation.
Aside from the cigarettes, law enforcement personnel also confiscated two motorized wooden boats allegedly used to transport the tobacco products. The vessels are now part of the evidence gathered in connection with the operation.
Four individuals were brought to the ZDS MARPSTA station, along with the confiscated cigarettes and boats, for documentation and proper disposition. Authorities have yet to provide further details regarding the identities of those involved and the specific circumstances surrounding the alleged transportation of the tobacco products.
Case preparation underway
Authorities are preparing a case for filing before the Department of Trade and Industry (DTI) Region IX in connection with the alleged violation of Section 6 of Republic Act No. 10643, also known as the Graphic Health Warnings on Tobacco Products Act.
The law requires tobacco products covered by its provisions to carry prescribed graphic health warnings on their packaging. Such warnings are intended to inform consumers of the health risks associated with tobacco use and strengthen public health safeguards.
The reported absence of the required warnings is a key issue in the case being prepared by authorities. Further verification and the appropriate legal process will determine the applicable violations and any corresponding liability.
The PNP Maritime Group has also coordinated with the NTA to establish the value of the seized cigarettes, a step that may help support the documentation and assessment of the confiscated products.
Maritime routes under scrutiny
The seizure underscores the role of maritime law enforcement in monitoring coastal areas that may be used to transport tobacco products outside established regulatory and commercial channels.
The use of motorized wooden boats in the alleged shipment also highlights the importance of coastal patrols and coordination among law enforcement agencies in identifying suspicious cargo movements and enforcing regulations governing tobacco products.
Authorities are expected to pursue the necessary documentation and legal procedures as the case progresses. The seized cigarettes and vessels will remain subject to the appropriate evidence-handling and disposition processes.
While the estimated value of the confiscated cigarettes stands at ₱2.3 million, the final valuation remains subject to verification by the National Tobacco Administration.
The case will proceed through the appropriate authorities, with the alleged violation of the Graphic Health Warnings on Tobacco Products Act forming the basis of the planned filing before the DTI Region IX.
